Job Description

A vacancy has arisen for an OF2, any trade to serve as PAGC Corporate Governance at Preston on Full Time Reserve Service Limited Commitment. This includes duties related to the Command’s Corporate Governance system, compliance, financial oversight and partnership engagement.

Responsibilities

• Provide direction to and oversee the Command’s Corporate Governance system to ensure MoD and cross‑government compliance.
• Lead the annual HLB compliance (ICAR/IACF/FRMMM/Fraud) to assure the Audit Risk and Assurance Committee.
• Manage HQBS Fraud Risk Register and improve controls on DTMI and JPA overstated claims/requests.
• Instigate HLB financial policy instructions, act as the EPC holder for HQBS and coordinate TLB returns.
• Oversee day‑to‑day financial business for HQ & support sub‑units to enable real‑time cyber capability.
• Ensure principle of value‑for‑money is applied across all aspects of HQBS expenditure.
• Design and lead engagement with PAGC to advise and deliver further Reserve capability including funding across the partnership.

Essential Skills

• Must be an OF2 of any specialisation, with DV and PAG clearance.
• Financial management skills, including corruption & bribery awareness and completion of the Accounts Managers Course.
• TM1 Fraud knowledge.
• Experience in financial control and fraud risk management.
• Resume must demonstrate verified OF2 seniority (or OF1 with a positive OJAR for acting higher rank).

Desirable Skills

• Instructor qualification (military or civilian).
• Knowledge of audit systems.
• Understanding of JPA expenses and attendance based pay.
• Experience with public accounting or electronic procurement.
• Corporate governance experience.
• CP & F experience.
