Counter Terrorism Policing is responsible for keeping people across the UK safe from the evolving threat of terrorism. Operating at a national level, we work at the forefront of intelligence, prevention, and operational response — where every improvement, every innovation, and every change can have a real-world impact on public safety.

They are now looking for a Business Change Manager to join their Change Pillar within CTPHQ — someone who can help shape, deliver, and embed change across a complex national network.

Contract: Full time – permanent

Location: SW6, London

Payrate: £45,986 up to £50,000 + £3006 London allowance.

Hybrid: 3 days per week office based. – Due to the nature of the role, some weeks you may be required to attend the office full time.

The Role

As a Business Change Manager, you’ll play a critical role in ensuring that transformation across Counter Terrorism Policing is successfully delivered, adopted, and embedded.

You’ll work across major programmes and projects, helping operational teams understand change, adapt effectively, and realise tangible benefits — all while minimising disruption to vital frontline activity.

This is a role where your work will directly contribute to strengthening the UK’s ability to respond to threats and keep people safe.

What You’ll Be Doing

  • Deliver and support business change activities across national programmes and projects
  • Conduct impact assessments, stakeholder analysis, and change readiness reviews
  • Develop and implement communication, engagement, and benefits realisation plans
  • Work closely with regional teams across England & Wales to embed consistent change practices
  • Engage with senior stakeholders, guiding them through complex change journeys
  • Identify and mitigate risks to people, culture, and operational delivery
  • Contribute to the continuous improvement of the Business Change framework, tools, and Centre of Excellence
  • Coach and support teams with limited change experience to build capability across the organisation

Who We’re Looking For

We are open to two types of candidates:

✔️ Experienced Change Professionals

  • Proven experience delivering end-to-end business change within programmes or portfolios
  • Strong stakeholder engagement and influencing skills
  • Experience driving adoption, managing resistance, and realising benefits

✔️ Developing Change Talent (e.g. Change Analyst)

  • Practical experience supporting business change activities (e.g. stakeholder engagement, comms, impact assessments)
  • A solid foundation in change, with the ambition to step into a Business Change Manager role
  • Strong communication and facilitation skills

What Will Set You Apart

  • Experience working in complex, multi-stakeholder environments
  • Ability to influence and engage at all levels, including senior leadership
  • A structured approach to change (e.g. Prosci, APMG, or similar methodologies)
  • Experience supporting organisational transformation or large-scale programmes
