The Loan Administration Unit under the Office of the Controller advises the front offices of project teams; participates in planning for disbursement arrangements throughout an investment project cycle, ensuring consistency with fiduciary assessments and compliance with relevant guidelines and procedures; reviews and approves disbursement requests in a timely manner; and assists the front office with technical loan operation matters for private‑ and public‑sector clients.

The Finance Officer will work in the Loan Administration Unit and focus on the Bank’s back‑office operations on financial products (primarily loans and grants but may also include equity investments, guarantees, and other financing products). The ideal candidate will specialize in multilateral development bank (MDB) back‑office functions in sovereign operations, but consideration may also be given to candidates who have experience in commercial banking or non‑sovereign operations.

Responsibilities

  • Update and implement relevant disbursement policies and manuals, and actively contribute to establishing effective and efficient disbursement processes.
  • Work closely with project teams during design and implementation to ensure that critical fiduciary and disbursement risk aspects of loans and financial products are fully considered.
  • Support the preparation of disbursement letters with project teams.
  • Perform related aspects of disbursement functions, and assist clients in selecting loan terms and conditions.
  • Review and approve disbursement requests in line with the Bank’s disbursement policies and procedures.
  • Monitor disbursement arrangements to assess whether they remain adequate, and advise the project team of any needed changes.
  • Promote leading multilateral development loan and grant disbursements and administration practices to ensure process efficiency and optimum client service.
  • Liaise with other MDBs and commercial banks in the area of disbursement management and operations.
  • Coordinate and provide overall support to AIIB clients with respect to onboarding to the AIIB Client Portal (ACP) and mainstream the ACP for subsequent withdrawal applications.
  • Provide subject‑matter expertise and guidance to finance associates and assistants in the team.
  • Ensure all relevant loan‑ and grant‑related accounting entries are recorded in the loan management system in a timely and accurate manner.
  • Ensure all period‑end closing activities are performed so as to allow the timely and accurate preparation of the Bank’s financial statements.
  • Monitor disbursement performance, including maintaining and updating the disbursement database and providing disbursement reports as needed.
  • Review and process refunds of loans and financial product proceeds as needed.
  • Review and process loan and financial product cancellations caused by savings or other reasons.
  • Close loans and financial products in a timely and appropriate manner together with project teams.
  • Monitor lapsed loans, and take appropriate actions accordingly.
  • Conduct trainings and workshops on loan and financial product disbursements and administration for borrowers.
  • Conduct trainings and workshops on AIIB’s client portal for borrowers.
  • Assist in the continuous development and implementation of AIIB’s loan management system.
  • Assist in the continuous development of the AIIB client portal.

Requirements

  • Minimum 5–8 years of relevant work experience in banking and loan operations gained from prior positions with financial institutions.
  • Bachelor’s degree in finance, accounting, or related fields; a master’s degree in these fields is desirable.
  • Robust knowledge of loan administration over the full life cycle of loans.
  • Self‑motivated and able to build internal and external relationships to ensure seamless processes.
  • Proven ability to work efficiently within teams and communicate effectively for results.
  • Proven ability to manage multiple projects with competing deadlines.
  • Excellent oral and written communication skills in English.
  • Understands and applies change‑management principles and proactively serves as a role model for transformation and capacity for acceptance of change.
  • Uses knowledge of country‑level engagement, financial products and lending, enterprise resource planning systems, and other information technology to develop, analyze, and promote acceptance of innovative approaches in policies and business.
  • Experience in MDB lending, system implementation, and/or system enhancement is desirable.
  • Team‑management experience is desirable.
