Gloucester City Council is looking for an experienced and confident Major Projects Manager to lead the delivery of a high‑profile programme of capital projects that will shape the city’s future.
This is a pivotal role within the organisation, responsible for turning ambition into delivery — managing complex projects, securing and deploying funding, navigating political environments, and ensuring that major investment delivers real, lasting benefits for Gloucester and its communities.
About the role
You will lead the development and delivery of significant capital projects that support economic growth, regeneration and community development across the city.
Working as part of the Council’s wider management team, you will:
- Provide expert advice to Senior Management Team, Cabinet and the Major Projects Board
- Ensure strong governance, reporting, assurance and compliance across all major projects
- Secure external funding (including grant funding) and ensure successful delivery of funded programmes
- Act as the Council’s internal expert on project and programme management, supporting best practice across the organisation
- Manage risk, budgets, timescales and quality in a high‑profile public environment
- Build and maintain strong relationships with councillors, partners, developers and consultants
- Champion social value and asset‑based community development, embedding these principles into capital schemes
- Position Gloucester as an attractive destination for inward investment and economic growth
What we’re looking for
This role requires a calm, credible and resilient leader who can balance technical project management expertise with political awareness and strong stakeholder engagement.
You will bring:
- Extensive experience delivering major capital projects or programmes
- Proven ability to manage budgets, risk and quality in complex environments
- Experience of securing and managing external funding for major developments
- Strong leadership skills, with experience managing internal teams, consultants and delivery partners
- Confidence operating in high‑pressure, high‑profile public settings
- Excellent communication skills, with the ability to present complex information clearly to senior officers and elected Members
- A collaborative, solution‑focused approach and a passion for improving places and communities
Qualifications
You will ideally hold:
- A recognised Project Management qualification (PRINCE2 / Agile)
- A graduate‑level qualification relevant to the role
Why join Gloucester City Council?
- Work on projects that genuinely shape the future of the city
- Operate at the heart of decision‑making with senior leaders and Members
- Lead visible, meaningful investment with strong community impact
- Be part of an organisation committed to innovation, social value and place‑based growth
If you are motivated by delivery, thrive in complex environments, and want to see your projects make a tangible difference — we’d love to hear from you.
