Job Summary

The post holder will be a leading finance professional and key member of the Senior Finance Team within the Trust. They will also be an active participant within the senior management teams of the Velindre Cancer Service, supporting the Head of Finance Business Partnering in managing and overseeing the performance of the devolved divisional finance teams. The role provides leadership, strategic and operational responsibility for delivering a Trust-wide business partner financial management and advice service, working closely with senior managers to provide innovative, proactive financial advice.

Job Responsibilities

  • Support the development and implementation of the VCS financial strategy, delivering annual financial plans and translating them into agreed budgets across the two service delivery divisions, including CIP targets.
  • Play a significant role in commissioning and contracting discussions with NHS and external organisations, and deputise for the Head of Finance Business Partnering in internal and external meetings as required.
  • Provide leadership, direction and coaching to divisional finance teams, ensuring high standards of professionalism, efficiency and effectiveness.
  • Ensure robust governance, financial control and risk management across all divisions.
  • Provide impartial professional financial advice and analysis to support strategy, planning and decision‑making.
  • Lead the promotion and delivery of sound financial management, overseeing budget execution, monitoring, forecasting and reporting on income and expenditure.
  • Support the development of financial aspects of business cases, service delivery options and investment/disinvestment alternatives.
  • Develop and manage detailed financial projections, ensuring alignment with the Trust’s overall strategy and financial viability.
  • Advise on financial performance management, benchmarking and commercial opportunities, ensuring budget, procurement, and contract governance complies with Standing Orders and Standing Financial Instructions.
  • Build and maintain strong relationships with senior NHS decision makers, the Welsh Government, WHSSC, commercial partners, the third sector and local authorities.
  • Produce complex reports and presentations for the Trust Board and other stakeholders, disseminating best practice and innovation across divisions.
  • Admit to a safe and secure working environment, adhering to health and safety regulations and reporting incidents.
  • Adapt to evolving professional and service developments, undertaking new duties as required.

Qualifications and/or Knowledge

Essential

  • Fully qualified accountant CCAB (Consultative Committee of Accountancy Bodies)
  • Up to date on latest accounting standards and recommendations
  • Leadership and management training/qualification and/or equivalent work experience
  • Evidence of continuing professional development within an NHS environment
  • Good understanding of NHS Wales accounting and reporting regime
  • Extensive knowledge of accounting procedures and good practice
  • Advanced and detailed knowledge of strategic and capacity planning

Desirable

  • Project management experience and/or qualification
  • Detailed knowledge of HMRC VAT and tax rules

Experience

Essential

  • Significant post‑qualification experience in a Finance Business Partnering role
  • Experience dealing with multiple stakeholders with conflicting priorities
  • Recruitment, management, supervision, workload setting, appraising and staff development
  • Experienced in developing and presenting formal, complex business cases to non‑finance managers and directors

Desirable

  • In‑depth understanding of NHS Trust’s financial controls
  • Senior level NHS Financial Management experience
