Westlakes Recruit is currently recruiting for an experienced Export Control Specialist for a permanent position in Birmingham (Hybrid).
Role Purpose
As the Export Control Specialist, you will ensure compliance with all applicable export control regulations supporting the company’s operations related to the inspection of equipment used within nuclear power stations across multiple countries. You will manage and obtain the necessary export licences and authorisations, assess documentation, and apply export control classifications to ensure document distribution complies with export laws and regulations in the UK, USA, EU, Japan, and other relevant jurisdictions.
You will work closely with technical and administrative teams to support document classification, coordination, and distribution of export-controlled documentation, while ensuring compliance with export control requirements within the company’s Quality Management System (QMS).
Key Responsibilities
- Ensure compliance with applicable export control laws across relevant jurisdictions, maintaining awareness of regulatory changes and geopolitical developments that may impact risk or licensing requirements.
- Develop, implement, and continuously improve the Internal Compliance Programme (ICP), export control policies, procedures, and associated QMS elements.
- Own and maintain technology and commodity classifications, determining licensing and authorisation requirements for company activities, including the inspection of equipment used in nuclear power stations.
- Manage the full lifecycle of export licences and authorisations, including applications, amendments, renewals, and closures across relevant jurisdictions.
- Maintain accurate, audit‑ready records for licences, classifications, screenings, and export transactions, including maintaining organised export tracking systems by contract or project.
- Obtain, validate, and retain all required supporting documentation, such as Letters of Authority and end‑user/end‑use statements.
- Ensure export‑controlled documents are correctly classified, handled, stored, and distributed in accordance with applicable regulations and internal procedures.
- Conduct regular document control audits and coordinate with technical and administrative teams to maintain compliance.
- Produce monthly and annual export control reports, including reporting requirements linked to licence conditions.
- Develop and deliver export control training and awareness programmes across the organisation.
- Act as the internal subject‑matter expert for export control, providing guidance to leadership and operational teams on compliance obligations and risk management.
- Monitor organisational compliance performance and improve dashboards, tracking tools, and reporting mechanisms relating to licensing timelines, KPIs, and audit findings.
- Liaise with government authorities, regulatory bodies, and legal counsel on complex licensing, classification, and jurisdictional matters.
- Act as the client focal point for export‑controlled documentation and attend coordination meetings with clients, project management, administration, and quality teams.
- Support tender and sales activities by assessing export control implications for bids, tenders, new products, and market opportunities.
- Oversee and improve export control systems, tools, and automation processes to enhance operational efficiency and compliance.
- Coordinate with IT teams to ensure the secure handling, storage, transmission, and access control of export‑controlled technical data.
- Conduct internal export control audits, support external audits and inspections, and identify areas for continuous improvement.
- Lead root cause analysis investigations for non‑conformances and implement corrective and preventative actions (CAPA).
- Assess and monitor the export control compliance of third parties, including suppliers and partners, and manage associated due diligence activities.
- Define and manage escalation procedures and support incident response planning relating to export control breaches or regulatory changes.
Key Health & Safety Responsibilities
- Minimise employee exposure to risk by reviewing health and safety risk registers, implementing appropriate control measures, communicating risk assessment outcomes, and ensuring health and safety considerations are embedded within all activities.
- Ensure both personal and team compliance with health and safety policies, procedures, legal obligations, and training requirements to maintain a safe working environment.
Technical / Professional Qualifications & Requirements
- Proven experience working with export control legislation relating to controlled “Technology”, ideally within the civil nuclear sector.
- Strong stakeholder engagement skills, with experience collaborating across communications, technology, compliance, and change management functions.
- Excellent influencing, leadership, and motivational skills, with the ability to support and guide cross‑functional teams.
- Strong analytical and problem‑solving capabilities, with the ability to apply both theoretical and practical approaches to complex issues.
- Highly organised, adaptable, and capable of working effectively under pressure and to tight deadlines.
