Job Overview

Assurance and Controls Manager – Asset Delivery PMO Team, Yorkshire Water.

Location: Buttershaw Bradford (Leeds Valley Park from late summer 2026); Hybrid working.

Work type: Permanent, 37 hours per week, Monday–Friday rolling, 2–3 office/on‑site days per week.

What we do

We provide essential water and wastewater services across Yorkshire, protecting communities, preserving the environment, and planning future water needs. We support a multi‑billion‑pound programme of capital investment across Yorkshire Water’s clean and wastewater assets.

Responsibilities

  • Lead on maturing and assuring the integrated project controls function (schedule, cost, change and progress measurement) for all parts of the Asset Capital Programme.
  • Own the end‑to‑end process for Capital Delivery, including setting governance expectations for investment management, gateway controls and integrated assurance.
  • Oversee the development of processes, policies and procedures to ensure project governance standards are met.
  • Be responsible for the Project Controls and Planning service, owning the master schedule and setting the standards by which schedules will be created; working closely with Partner organisations and leveraging best practice.
  • Drive change, seeking better ways to govern and assure processes for efficiency; work closely with the continuous improvement team.
  • Be a key part of the PMO Senior Leadership Team, driving PMO maturity into AMP8 and beyond.
  • Work closely with colleagues across the Asset Delivery Directorate and with Finance, Commercial and Regulation to service planning, controls and assurance needs.
  • Be responsible for quality management, reporting on adherence to process and non‑conformance audits on critical processes.
  • Oversee health checks, project assurance reviews and a robust rhythm of project controls to fulfil second‑line assurance responsibilities.
  • Be a trusted advisor to the Head of PMO, providing candid feedback and analysis to assist with decision making and strategy.

Qualifications

  • Experienced senior manager with the ability to communicate effectively at senior levels and with leadership experience within a PMO environment.
  • Excellent people‑leadership skills.
  • Knowledge of project management skills and techniques.
  • Knowledge of risk management in a delivery context.
  • Driven and passionate about programme performance and associated process improvement.
  • Ability to manage a diverse group of people with varying skill sets, providing direction, development and influence for high‑quality outcomes.
  • Ability to create an inclusive environment and change behaviours.
  • Ability to influence and drive change throughout the Asset Capital Programme value chain (outside and inside Asset Delivery).
  • Ability to create excellent working relationships (internally and externally) to facilitate cross‑departmental and cross‑organisational work.
  • Proven ability to manage, implement and embed process improvements.
  • Excellent written and verbal communication skills; including the ability to present and communicate complex information to a wide range of audiences.

Preferred experience

  • Experience working in a regulated environment.
  • Experience working in construction or large capital programmes.
  • Experience with Primavera P6 (or equivalent planning tools).
  • Experience implementing Earned Value Management (or equivalent).
  • Experience leading a Quality Management System in a PMO/Programme Delivery environment.
