Location: NIAS HQ / TrustwideHours: Full-time, 37.5 hours per weekSalary: £27.49 per hourContract: Temporary 3-6 months (with possibility of extension)

MPA Recruitment is proud to partner with the Northern Ireland Ambulance Service (NIAS) to recruit a Project Development and Implementation Manager. This is a senior leadership role, central to delivering strategic transformation projects that directly impact patient care, service delivery, and organisational change across NIAS.

About the Role:

As Project Development and Implementation Manager, you will lead the development of high-value business cases and manage key projects from initial concept through to approval, delivery, and benefits realisation. This role requires strong leadership, stakeholder engagement, and project management expertise to ensure new services, practices, and technologies are implemented effectively and sustainably.

Key Responsibilities:

  • Lead the development of business cases, including those above NIAS’ delegated £1.5m limit, in line with Northern Ireland Guide to Expenditure Appraisal and Evaluation (NIGEAE).
  • Conduct research, appraisals, and risk assessments to inform strategic project development.
  • Manage full project lifecycles, from planning and procurement to delivery, evaluation, and benefits realisation.
  • Oversee change management processes, embedding new services and practices across NIAS.
  • Build and maintain strong networks with internal teams, HSC partners, and external stakeholders.
  • Lead project staff, providing motivation, direction, and support to ensure successful outcomes.
  • Monitor financial, operational, and clinical risks while ensuring projects meet quality and compliance standards.
  • Provide expert advice and guidance on organisational development and transformation initiatives.

What We’re Looking For:

Essential:

  • A relevant degree/professional qualification plus 3 years’ experience in a senior management or project development/management role, OR 5 years’ experience in project management (including 3 years at senior level).
  • A recognised project management qualification (e.g. PRINCE2, MSP).
  • Proven track record of delivering large-scale projects using recognised methodologies.
  • Experience writing and securing approval for business cases.
  • Ability to research, interpret, and analyse complex information to support decision making.
  • Strong stakeholder engagement and influencing skills.
  • Full UK driving licence and access to transport.
