Position Overview

The Capital Program Director is a pivotal leadership role responsible for the comprehensive oversight, strategic integration, and optimized performance of all capital projects across the organization. This role champions a proactive, program-centric approach to capital project delivery, ensuring a holistic view, consistent processes, and maximum value for money across the entire capital spend. The Director will drive alignment with strategic organizational goals, manage inter-project dependencies, and foster a culture of strategic thinking and efficient execution across diverse capital initiatives, regardless of their delivery method. This role is a peer to the Capital Program Integrator Lead, focusing on overarching program governance and strategy for all capital investments.

What You’ll Do

Capital Program Leadership & Strategy

  • Define the overarching capital program strategy and long‑term delivery objectives, ensuring alignment with organizational strategic goals.
  • Lead the aggregation of diverse capital needs into cohesive programs and projects, ensuring they are aligned with approved business cases, resource availability, and strategic priorities.
  • Develop and implement a holistic capital program strategy that aligns with organizational goals, emphasizing innovation, collaboration, and long‑term asset value across the portfolio.
  • Champion the research, evaluation, and adoption of cutting‑edge program management methodologies and technologies, driving organizational change management for widespread understanding and enthusiastic adoption.

Program Governance & Execution

  • Standardize project processes, methodologies, and reporting frameworks for all capital programs, ensuring consistency, transparency, and efficiency.
  • Oversee the delivery of all capital projects (Principal, Agency, & Small Works), providing a holistic view of progress, performance, and interdependencies.
  • Monitor overall program performance, budget adherence, and schedule compliance across the entire capital portfolio, reporting status and key insights to senior leadership and stakeholders.
  • Resolve inter‑project dependencies and resource conflicts, proactively identifying and mitigating program‑level risks to ensure seamless execution.
  • Ensure program alignment not only with strategic organizational goals but also among various project teams, stakeholders, and external partners.

Financial Stewardship & Value Optimization

  • Provide expert oversight of capital budgets, ensuring rigorous management and astute financial stewardship to deliver maximum value from all capital investments.
  • Conduct in‑depth cost‑benefit analyses for all capital projects and major initiatives, ensuring maximum value and aligning expenditures with long‑term financial health.
  • Strategically negotiate and manage high‑value vendor and contractor agreements at a portfolio level, optimizing service quality and cost‑effectiveness across capital projects.
  • Implement robust financial reporting, forecasting, and audit mechanisms specific to capital spending to ensure transparency, accountability, and resilience.

Stakeholder Engagement & Communication

  • Serve as the primary strategic partner and escalation point for key internal stakeholders and client leadership regarding capital programs, investigating and resolving complex portfolio‑level issues.
  • Develop compelling narratives and generate regular executive reports that translate capital program data into actionable insights for continuous improvement, demonstrating the return on investment and organizational impact.
  • Drive continuous refinement of capital program delivery by translating executive reports and stakeholder feedback into actionable strategies to create exceptional outcomes and deliver successful projects.
  • Maintain positive, strategic relationships with external partners, representing the organization’s interests and ensuring alignment with portfolio objectives.

  • Program Management Office (PMO) Expertise: Foundational understanding and practical experience in establishing and running a PMO function, with a talent for standardizing processes and driving consistency across diverse projects.
  • Problem‑Solving & Decision‑Making: Proven ability to handle complex, portfolio‑wide challenges and make critical strategic decisions related to capital program delivery.
  • Communication & Influence: Superior ability to guide sensitive discussions, convey performance expectations, and motivate teams and stakeholders to achieve shared capital program goals.
  • Industry Knowledge: Deep understanding of capital project lifecycle, program management principles, risk management, regulatory compliance, and best practices in strategic capital investment and delivery.
  • Education & Certifications: Bachelor’s degree in Engineering, Business Administration, Project Management, or a related field. Master’s degree or relevant advanced certification (e.g., PMP, PgMP, PMI‑PBA) preferred. 10+ years of progressive experience in program or portfolio management, with a strong track record of strategic capital program transformation and cross‑functional leadership across multiple sites or business units.
