PURPOSE OF JOB

The Principal Sustainable Transport Specialist – Electric Mobility (Sustainable Transport Specialist – Electric Mobility) supports development of sustainable transport projects, with focus on electric mobility and low‑carbon transport at national and urban level, supporting the EBRD Green Cities Programme. The role covers a broad range of transport sectors including electric buses, tram/trolleybus fleets, electric rail, metro, light rapid transit, electric ferries and urban transport infrastructure, as well as related policies, digital systems, and service adoption.

RESPONSIBILITIES

  • Prepare and implement initiatives related to sustainable transport and electric mobility across all EBRD countries, with optional focus on specific regions.
  • Cover all project life‑cycle stages, from exploration and feasibility studies to design, implementation and post‑implementation monitoring.
  • Support operational leaders and project teams with requirements on policies, network planning, project management, information & control systems, accessibility, mobility policies, and available resources.
  • Build and share experiences of leading cities in sustainable transport and electric mobility practices, technologies, pathways and policies.
  • Assess market status and opportunities for increased adoption of sustainable transport and e‑mobility, including rail systems, energy supply, charging infrastructure, commercial and funding models, PPPs, interoperability, charging standards, and operating systems.
  • Identify trends and opportunities for digital technology and solutions applicable to project contexts, e.g., passenger information systems, traffic systems, security, EV automation, smart grid, V2G, operating platforms, and MaaS.
  • Collaborate with national authorities on network planning, policy frameworks, transport strategies, decarbonisation pathways, EV strategies, regulatory & funding incentives, market engagement policies, and sector funding.
  • Review and provide technical support to policies and plans such as GCAPs.
  • Contribute to technical due diligence, prepare documentation (Terms of Reference, budgets, internal approval documents, donor applications), and provide technical input.
  • Lead on new ideas, innovations, concepts for projects, policy dialogue and business strategies covering transport system management, integration, accessibility, digitalisation, climate and green transition.
  • Develop influence across banking departments and engage in external forums, associations, and funding initiatives in the transport sector.
  • Assist in broadening EBRD’s transport sector efforts by identifying appropriate technology solutions, guiding policy approaches, and developing new projects in green economy, energy efficiency, transport management, electrification, smart technology, digitalisation, and safety.
  • Represent EBRD’s activities in events, networks, and outreach, interacting effectively with management, staff and counterparts.
  • Provide internal guidance and coaching to colleagues on sustainable transport technologies and practices.

QUALIFICATIONS & SKILLS

  • Master’s degree preferred (engineering, management or related field) and/or relevant experience in sustainable transport, urban transport and electric mobility.
  • Understanding of transport, urban sustainability, energy, environmental and development challenges in the EBRD region or similar contexts.
  • Relevant international development experience with multilateral, governmental, city, civil society organisations or development finance institutions.
  • Computer literacy, especially modelling and Excel.
  • Excellent written and oral communication skills in English and preferably another Bank language (French, Russian, Arabic).
  • Ability to operate within business guidelines, ethics and multicultural environments, building effective relations with clients and colleagues.
  • Influencing, negotiating and relationship‑building skills with internal and external partners.
  • Result‑oriented, self‑motivated, able to meet tight deadlines and organise work unsupervised.

EXPERIENCE & KNOWLEDGE

  • Extensive experience in planning, preparation, implementation, and/or operation of transport projects and systems with broad skills and versatility valued.
  • Experience across infrastructure, facilities and fleets in sustainable transport and e‑mobility sectors, including policies, industry practices, sector reform, regulations, and climate goals.
  • Strong experience preparing sustainable transport, urban transport and electric mobility projects, including strategic studies, feasibility and due diligence studies, preferably with EBRD or similar institutions.
  • Familiarity with EBRD and/or other international financing institutions’ roles and requirements.
  • Project management skills; proven track record as technical specialist and team manager for project preparation or implementation, consulting and advisory, and/or policy development.
  • Sound understanding of business and finance principles.
  • Good understanding of policy analysis and formulation in transport management, regulation, operations, accessibility, road safety and energy efficiency.
  • Experience working in multicultural projects and teams.
  • Experience in emerging markets, notably SEMED, Sub‑Saharan Africa, Central and Eastern Europe and/or the CIS.
