Building Manager – Beorma Tower, Birmingham

The Building Manager will take overall ownership and responsibility for the management and delivery of facilities services at Beorma Tower, a mixed‑use development in Digbeth, Birmingham. Primary duties include health & safety, technical services, soft services, building fabric, service charges and occupancy fit‑outs.

Responsibilities

  • Develop, implement and continuously review the facilities services strategy to achieve best‑in‑practice delivery.
  • Manage the external envelope of the residential development and supply M&E and soft services where applicable.
  • Identify and raise building issues through the warranty process and liaise with the development team.
  • Act as the client’s advisor on all facility matters, building a network of experts and delivering industry best practice.
  • Provide key information and statistics to demonstrate service delivery and continuous improvement.

Estates Duties

  • Ensure all necessary services are provided for the full and effective operation of the buildings and estate.
  • Liaise regularly with all commercial occupiers, keeping them informed of works and services.
  • Maintain updated site contact lists, key holder and fire safety responsible persons list.
  • Inspect buildings regularly, record issues and take or record actions accordingly.
  • Oversee occupier fault reporting and day‑to‑day issues via the Service Desk; monitor reactive performance levels and ensure providers meet SLA/KPI.
  • Handle all insurance claims satisfactorily.
  • Assist the surveying team with Wayleave Agreements and Licences to Alter.
  • Assist in formal written reporting and attend client meetings as required.
  • Manage energy, sustainability and environmental initiatives.
  • Co‑operate and liaise with local authorities, BID and local organisations.

Contract Management

  • Attend regular contractor/service provider meetings and take specific ownership of contract management for Brindleyplace Estate.
  • Inspect site records, method statements and contract specifications; monitor contractor performance, attendance, cost and value.
  • Benchmark quality and costs regularly and manage any resultant tenders.

Health & Safety and Compliance

  • Maintain safety records, statutory inspections and documentation in the AY compliance system.
  • Report unsafe acts or defects immediately to the Facilities Management Director.
  • Ensure weekly fire alarm, emergency light, sprinkler valve tests and evacuation drills are completed and logged.
  • Conduct annual Health and Safety Risk Assessments, Asbestos Register and Management Plan, Fire Risk Assessment or Audit, Legionella Assessment, On‑Site Logbooks and Fire Safety records.
  • Maintain Water Hygiene records and Permits to Work (PTW).
  • Maintain Mechanical and Electrical Engineering maintenance records and cleaning reports.

Environmental

  • Review landlord electricity and gas consumption levels with the energy consultant and AY Environmental Policy.
  • Conduct regular audits of the buildings.
  • Develop plans to enhance building security, energy saving initiatives in line with AY Environmental Policy.

Budget Control

  • Issue instructions to external advisers for ten‑year plans for service charge expenditure.
  • Prioritise repair, enhancement and modification of building services and equipment in line with the five‑year plan and survey team agreement.
  • Approve and monitor building services expenditure, ensuring it remains within the current year budget.

Other Related Duties

  • Carry out duties directed by the Facilities Management Associate Director or Lead Surveying Director or other senior management.
  • Provide assistance, support and cover across the wider AY Facilities Team.

Qualifications

  • Minimum 5 years industry experience at a similar level of responsibility.
  • IOSH qualification.
  • Membership of IWFM or another recognised professional body.
  • Customer and client focussed, with strong leadership and management qualities.
  • Good understanding of electrical and mechanical systems and operation.
  • Minimum 5 years working knowledge of the RICS Code of Practice for Service Charges in Commercial Properties.
