Overview

Senior strategic lead within Manchester City Council responsible for the Revenues Service under the Revenues, Benefits and Customer Services Unit. Holds overall accountability for Council Tax, Business Rates, adult social care recoveries, and all other debt collections, ensuring delivery of a centre of excellence and maximising revenue to fund essential Council Services.

Responsibilities

Lead the Council’s Council Tax and Business Rates services, integrating them with budget and commissioning strategies, managing discretionary budgets, cost collection, bad debt provision, and developing short-, medium- and long-term collection strategies. Achieve operational and performance targets, collaborate with partners to support residents facing financial hardship, and provide visionary leadership across Council Services.

Qualifications

  • Experience of successful strategic leadership of a high-performing Revenues function or similar within a Local Government setting or a comparable sized organisation.
  • Proven ability to harness the full commitment and responsibility of staff and stakeholders in delivering the service vision.
  • Track record of developing and implementing strategic ideas into practical, well‑organised plans that deliver results on time, quality and within budget.
  • Excellent financial planning skills with the ability to budget proactively against high‑risk or volatile elements, identify efficiencies and maximise income through effective collection.
  • Skilled communicator at all levels with integrity, rapport and confidence.
  • Ability to influence performance, foster high‑performance culture, promote self‑esteem and inspire trust.
  • High‑level problem‑solving skills, capable of reacting quickly under extreme pressure.
  • Experience of setting clear objectives, planning and managing resources, monitoring milestones and performance.
  • Sound business intelligence and decision‑making skills for commercially viable solutions.
  • Strong written communication skills with evidence of producing high‑quality strategic policy and financial documents.

Beneficial Experience

  • IRRV qualification or Diploma in Management, or substantial, successful experience in the field.
