Connect Plus (CP) is the consortium that manages the 30‑year National Highways flagship M25 DBFO contract, with over 140,000 assets and a management system certified to ISO 55001. The contract end date is 2039. Connect Plus Services (CPS), a Balfour Beatty, AtkinsRealise and Egis Roads Operation UK Joint Venture, operates and maintains the M25 motorway network on behalf of Connect Plus (CP). Location: Leatherhead, South Mimms or Dartford. We encourage hybrid working; the role requires about 60% presence at the CPS office.

Job Description

Role Purpose

This role is for a results‑driven strategic leader who will lead with vision, plan with purpose and drive growth that inspires. The Business Planning Director merges bold ideas into reality and supports the CPS Managing Director to align strategy across all teams.

Key Responsibilities

  • Set the overarching direction for CPS and drive digital capability improvements to meet contract handback obligations.
  • Guide the Performance Quality & Improvement team to achieve business objectives.
  • Establish CPS business Enterprise Risk Management to ensure continuity and seize opportunity.
  • Maintain relevance of Customer and Business Strategies for evolving network demands.
  • Prioritise client management and relationships to extract maximum value and alignment with JV partners.
  • Lead the BP&P team to deliver high performance and continuous improvement aligned to the business strategy.

Interfaces

Internal: CPS SLT peers and Heads of / SMT across CPS.

External: Relationships with leaders at Connect Plus, National Highways, parent companies and JV partner board members.

Accountabilities

  • Foster high‑performing team that exceeds contract expectations.
  • Define and review CPS business plans, considering current challenges and opportunities.
  • Build change capability and support major change programmes.
  • Lead enhancement, delivery and adoption of data and digital capability.
  • Develop performance management and risk reporting, track trend analysis.
  • Manage stakeholder and customer relationships, including NH, CP and road users.
  • Prepare and review strategy and annual plan for handback and contractual obligations.
  • Ensure Enterprise Risk is communicated to CPS executive level and the Board.
  • Hold leaders accountable, monitor performance and risk against customer satisfaction and contractual obligations.
  • Build strong relationships with senior managers to enhance collaboration.
  • Demonstrate deep understanding of safety and wellbeing standards and inspire the team.

Qualifications

Required qualifications, skills, experience

  • A relevant professional qualification and ideally Chartered / Incorporated status with a recognised and relevant UK institution.
  • Demonstratable effective leadership skills to inspire teams, foster collaboration and drive innovation and continuous improvement.
  • Proven competencies in setting successful and aligned business strategies in a dynamic environment.
  • Proven capability to deliver digital change leadership.
  • Detailed knowledge of Digital Information techniques in an infrastructure asset management environment.
  • Proven experience of delivering effective risk‑based decision strategies.
  • Ability to build and maintain strong relationships with key stakeholders.
  • Excellent communication skills to translate the CPS vision, strategies and goals to all levels of the organisation.
