Job Purpose

To provide a professional and proactive HR advisory service to managers, employees, schools, and council services. The role supports the delivery of local HR workforce plans and ensures that HR policies and practices are applied consistently, legally, and effectively.

The postholder will translate business needs into practical people solutions, supporting continuous improvement and helping to meet the workforce needs of the Council and Schools.

Key Responsibilities

  1. Workforce Strategy & HR Delivery
  • Support the implementation of the Workforce Strategy across schools and council services
  • Contribute to effective recruitment, resourcing, and retention initiatives
  • Assist in delivering local HR plans and improvement activities
  1. Employee Relations Casework
  • Manage a range of HR casework including disciplinary, grievance, capability, and attendance matters
  • Attend formal hearings and meetings as HR adviser or representative
  • Ensure fair, consistent, and legally compliant handling of cases
  1. HR Advisory Service
  • Provide expert HR advice to schools and services on policies, procedures, and employment matters
  • Advise on terms and conditions of employment and HR best practice
  • Support consistent application of HR policies across the organisation
  1. Policy & Compliance
  • Contribute to the development and review of HR policies and procedures
  • Ensure alignment with employment legislation, case law, and ACAS guidance
  • Communicate policy updates across services and schools
  1. Workforce Data & Reporting
  • Analyse workforce information to support management decision-making
  • Provide HR data and reports, including workforce trends and financial considerations (e.g. early retirement)
  • Support data-driven HR planning and reporting requirements
  1. Employee Relations & Consultation
  • Support Joint Consultative and Negotiating Panels (JCNPs) and related forums
  • Contribute to maintaining positive employee relations across services
  • Assist in consultation processes during organisational change
  1. Organisational Change & Projects
  • Provide HR support to projects, restructures, and service changes
  • Support implementation of TUPE, redeployment, and other organisational change processes
  • Facilitate workshops, briefings, and HR-related training sessions
  1. Job Evaluation
  • Undertake job evaluation activities to ensure consistent grading decisions
  • Support documentation and defend evaluation outcomes where required
  1. Training & Communication
  • Support delivery of HR briefings, guidance, and training for managers and employees
  • Promote understanding of HR policies and good practice across services
  1. Cross-Service Working
  • Represent HR in interdisciplinary working groups
  • Support integration of HR services across the Council and Schools

Key Requirements

Essential Knowledge & Experience

  • Experience working in an HR advisory or generalist HR role
  • Strong understanding of employee relations casework (discipline, grievance, capability, attendance)
  • Knowledge of UK employment law, HR policies, and ACAS guidance
  • Experience interpreting and applying HR policies consistently

Skills & Abilities

  • Strong communication and interpersonal skills
  • Ability to analyse data and produce clear HR reports
  • Ability to build effective working relationships with managers and stakeholders
  • Confident in handling sensitive and complex HR issues
  • Proficient in Microsoft Office (Word, Excel, PowerPoint)

Other Requirements

  • Ability to attend formal hearings as HR representative
  • Ability to manage workload independently and support others where required
  • Flexibility to work across multiple sites within the Council area
