Mechanical Engineer (Building Services)

UK Parliament | Permanent | Band A2 £57,865 to £68,159

Insight Executive is proud to be exclusively recruiting for a Mechanical Engineer to join the UK Parliament’s Property and Asset Strategy team. This is one of three exclusive roles we are managing across the Parliamentary Estate, offering a rare chance to contribute directly to making Parliament happen.

Working at the heart of Westminster, you’ll help shape the long-term performance, safety and sustainability of some of the UK’s most iconic and complex buildings. It’s a role with genuine purpose, technical depth and national impact.

The Opportunity

As Mechanical Engineer, you’ll support and deputise for the Lead Mechanical Engineer, guiding the lifecycle, design standards and strategic direction of mechanical and public health systems across the Estate. This includes:

  • Developing long term strategies for heating, ventilation, air conditioning, water treatment, LTHW conversion, steam, drainage and specialist systems
  • Creating and maintaining Parliamentary mechanical design guides and standards
  • Leading feasibility studies and improvement projects ranging from small upgrades to multi-million-pound programmes
  • Acting as an “informed client,” commissioning consultants, shaping solutions and ensuring value for money
  • Providing expert oversight on commissioning, testing, resilience and lifecycle performance
  • Offering trusted advice to project teams, stakeholders, conservation specialists and external partners
  • Contributing to business cases (Treasury Green Book), tender processes and public procurement compliance

You’ll work alongside Chartered Engineers, architects, conservation specialists, sustainability teams and senior stakeholders across both Houses. This is a technically broad, highly collaborative and strategically influential role.

What You’ll Bring

We’re looking for a professional who can balance deep engineering expertise with clear communication and sound judgement.

You’ll need:

  • A degree in mechanical or building services engineering
  • Chartered status (CEng) and membership of a relevant institution (IMechE, CIBSE, MIET)
  • Strong experience of testing, commissioning and overseeing complex mechanical systems
  • Confidence influencing consultants, contractors and colleagues in a constructive, respectful way
  • Clear communication skills, able to translate complex engineering concepts for non-technical audiences
  • Understanding of project methodologies (RIBA), procurement, NEC contracts and public procurement principles
  • Ability to manage multiple complex activities simultaneously
