Restart is the single largest employment programme ever contracted out by UK Government, meaning it will be the most critically monitored and evaluated employment programme ever seen in the UK. Reporting to the Supply Chain Director, the Supply Chain Manager will play a key role in the delivery of the contract, managing the outputs and performance of our supply chain partners, the success of whom will be critical to the programme meeting contracture requirements. Specifically, the Supply Chain Manager will be directly accountable for leading a network of supply chain partners responsible for delivering circa 50% of the overall contract value (circa £20-25m per annum). In addition to the revenue generating performance required, the role will also be accountable for the Supply Chain’s adherence to all Customer Services Standards, exceeding customer satisfaction measures and delivery of social value commitments. Supported by a team of internal resources and with Direction and input from the Supply Chain Director, the Supply Chain Manager will be accountable for the direct performance management of all supply chain partners, their teams and individuals employed to deliver the contracted service (300-400 FTE). In line with the Strategy set out by the Supply Chain Director, the Supply Chain Manager will also be responsible for driving continuous improvement throughout the supply chain to ensure year on year performance improvement and effective collaboration both within the CPA and externally with other providers. The post holder will be expected to work closely with the Restart Service Delivery Director to ensure Maximus and SCP delivery is complementary, and that we deliver against the commitment to create a ‘Restart Alliance’.
Responsibilities
- Achievement of minimum performance levels (generating required contract revenue) through a regular and transparent performance management regime
- Adherence to Customer Service Standard (avoiding contractual financial penalties)
- Ensuring service quality is to required standards, including customer satisfaction
- Integration and enhancement of the CPA employer engagement strategy
- Integration and enhancement of the CPA community partnership strategy
- Delivery of all social value contracted commitments (eg; inclusive recruitment targets, training & development metrics, volunteering days, etc)
- Development of a positive and engaging culture across all supply chain partners, including delivery of workforce training & development commitments and employee health & wellbeing
- Fostering and nurturing a collaborative approach to working together sharing good practice and a ensuring a drive for continuous improvement across all aspects of performance. This includes a close working relationship with the Maximus Service Delivery Director.
- Supporting/coaching under-performing supply chain partners to improve any aspect of under-performance v expectation.
- Undertaking a systematic management approach of the supply chain against all delivery metrics through the standardised management tools and documents.
- Escalation management where risk identified through formal notification and tool (Performance Improvement Plans)
- Utilising contractual levers to manage out any sustained poor performing supply chain partners if/when required.
- Formalised communication process for the supply chain partners to give regular update across, performance, systems, commissioner updates, etc.
- Undertaken formal and informal observations of delivery to validate the required high output expectations
- Completion of desk-based file monitoring requirements
- Support, maintenance and updates of continuous improvement plans
- Regular assurance of the supply chain’s financial surety, including monitoring access to working capital as required in line with the requirement to finance effective resourcing for successful delivery. This includes development of innovative support arrangements through Maximus for any struggling partners
- Develop and, when required, execute a contingency to replace under-performing sub-contractors
Qualifications
- 2+ years direct operational experience in a large or multi-contract service environment
- Proven track record of successful supply chain operations management
- Demonstrable experience of positively engaging with key stakeholders
- Ability to travel freely and extensively across the CPA and beyond
- Experience of delivering against continuous improvement strategies
- Strong conflict manager with successful completion
- Strong strategic and operational problem solving skills
- Preferably CIPS qualified

Minimum Salary £46,000.00. Maximum Salary £55,000.00
