The Opportunity
Salary: £55,057 to £58,829 per annum
Working Pattern: Full time, 37 hours per week
Location: Based at County Hall, Chichester, hybrid working options
As the Operations & Analytics Manager, the purpose of your role is to provide operational and analytical expertise and leadership, championing a commercial mindset and best practice approach to external spend, in order to deliver value for money outcomes and transform the ways services are delivered.
You will develop and implement robust processes, systems and analytics that optimise performance for the business in terms of cost, quality, delivery and responsiveness.
You will lead the operational and analytical support to category teams and be responsible for ensuring all analytics contributions to a category are captured and stored in line with the latest practice in systems, process and practice for our addressable spend – approx. £1billion per annum across c. 4000 plus suppliers.
You will be the primary interface for all aspects of our eProcurement and Contract Management platform (Atamis), reporting and analytics, developing and enhancing procurement processes for the Procurement and Contracts Management team for procurements and leading stakeholders in best practice.
You will also manage the new Buying Desk capability within the team, with three staff supporting the organisation in seeking competitive quotes and new contracts in value range of £25k-100k.

We are seeking a talented candidate able to provide strong, visible, and collective leadership for analytics and processes. Your key competency areas will include;
- Public Procurement knowledge and experience within complex environments
- Solid understanding of S2C and P2P workflows, controls and procurement systems
- Confident people leader with experience coaching and supporting teams
- Skilled in data, KPIs, reporting and process improvement
- Comfortable delivering at pace and stepping in to a hands‑on role
- Excellent communication and relationship‑building skills
- Change‑management experience with a practical, grounded approach
