Transformation Delivery Programme Manager
We are looking for an experienced and motivated Programme Manager to lead the delivery of complex transformation programmes within a dynamic and evolving environment. This is a pivotal role that sits at the heart of organisational change, requiring someone who can successfully bridge strategy and delivery while working across a wide range of stakeholders.
As Programme Manager, you will be responsible for translating strategic priorities into clear, deliverable plans and ensuring these are implemented effectively. You will oversee multiple workstreams, balancing competing priorities while maintaining a strong focus on outcomes, quality, and impact. This role demands a high level of organisation, the ability to think strategically, and the confidence to operate in a complex and sometimes ambiguous landscape.
You will work closely with senior leaders, operational teams, and partners to coordinate activity, drive progress, and ensure alignment across all aspects of the programme. The role also requires a strong focus on collaboration, and success will depend on building trusted relationships and enabling others to deliver change alongside you.

Main duties of the job
A key part of this role is leading the day-to-day management of programmes from inception to delivery and evaluation. This includes developing clear programme plans that map timelines, milestones, dependencies, and deliverables, ensuring alignment to objectives and consistent progress tracking.
Maintain programme infrastructure, including risk and issue logs, reporting frameworks, and governance documentation. Requiring strong attention to detail and a proactive approach to identifying and managing risks. You will take a solution-focused approach to resolve issues and maintain momentum.
You will act as a key contact, working with internal and external partners, facilitating meetings, managing expectations, and ensuring stakeholders remain informed and aligned. You will communicate confidently with a range of audiences, adapting your style as needed.
You will also support governance and assurance processes, developing reporting structures, preparing briefings, and providing updates on progress, risks, and performance. A strong focus on performance and impact, using data to monitor progress, identify improvements, and ensure delivery of tangible benefits over time.

Job responsibilities
Programme Management and Delivery
- Lead the operational delivery of complex system-wide transformation programmes across all stages of the lifecycle
- Develop and maintain a comprehensive programme plan aligned to agreed milestones
- Coordinate delivery across multiple workstreams including:
- Workforce and team development
- Operational and service delivery activities
- Ensure delivery is aligned to agreed programme objectives, metrics and benefits
- Establish and maintain programme documentation including:
- Plans
- RAID logs
- Benefits frameworks
- Apply structured programme management methodologies to ensure delivery discipline
Ensure delivery is adaptable across environments with varying levels of readiness, supporting both implementation and development.

Support the implementation of new service delivery models across the system.
Work with stakeholders and delivery teams to embed improved ways of working and new approaches.
Develop strong working relationships across a wide range of stakeholder groups including operational, clinical, and strategic partners.

4. Governance, Reporting and Assurance
- Support the Programme Lead in maintaining effective programme governance
- Prepare high-quality reports and papers for senior leadership and governance groups
- Establish and manage reporting processes, progress tracking, and dashboards
- Monitor delivery against milestones and KPIs
- Ensure effective risk and issue management and escalation
- Support programme assurance and gateway reviews
5. Performance, Data and Benefits Realisation
- Work with data and analytics teams to define and track programme metrics.
- Monitor delivery of key outcomes including implementation progress, service improvements, and achievement of programme objectives.

- Support management of programme budgets and resources
- Monitor spend and track against plan

- Experience in managing complex stakeholder environments
- Experience in performance management, reporting, and benefits realisation
- Experience using programme/project management methodologies
- Experience working across organisations or systems at different levels of maturity, with the ability to tailor approaches accordingly
- Experience supporting both implementation and service development / scale-up
- Experience in digital or data-enabled transformation
