Procurement Manager (Construction)

Role Overview

The Procurement Manager (Construction) is responsible for supporting the delivery of procurement and sourcing activities across construction and infrastructure projects. The role focuses on executing procurement strategies, managing contractor and supplier relationships, and supporting contract processes to ensure cost efficiency, programme alignment, and risk mitigation.

Working closely with project, commercial, and technical teams, the Procurement Manager ensures that construction-related procurement activities are delivered effectively and in line with project timelines and business requirements.

Key Responsibilities

  • Support the end-to-end procurement of construction works, including design, engineering, general contracting, and specialist trades.
  • Assist in the preparation, negotiation, and administration of construction contracts (e.g. NEC, JCT, FIDIC or similar).
  • Manage tender processes including pre-qualification (PQQ), RFQs/RFPs, bid evaluations, and supplier recommendations.
  • Work closely with project managers, cost consultants, and legal teams to align on procurement schedules and contract strategies.
  • Support contractor selection and onboarding, ensuring compliance with commercial and technical requirements.
  • Monitor contractor and supplier performance against scope, cost, and programme requirements.
  • Contribute to cost control and value engineering initiatives across construction packages.
  • Maintain procurement documentation and ensure adherence to governance and internal processes.
  • Assist in resolving commercial and contractual issues during project delivery.
  • Conduct market analysis to identify capable contractors, subcontractors, and suppliers within the construction supply chain.

Scope & Accountability

  • Focus on execution of construction procurement packages rather than ownership of overall category strategy.
  • Works under direction of senior procurement or commercial leadership.
  • No direct line management responsibility.
  • Supports delivery across multiple projects or workstreams.

Qualifications & Experience

Required:

  • Bachelor’s degree in Construction Management, Quantity Surveying, Procurement, Engineering, or related field (or equivalent experience).
  • 3–5 years’ experience in construction procurement, commercial management, or supply chain roles.
  • Experience supporting tendering and contract management within construction or infrastructure projects.
  • Familiarity with standard construction contract forms (e.g. NEC, JCT, FIDIC).

Desirable:

  • Experience on large-scale infrastructure or capital projects.
  • Exposure to multi-package or multi-contractor project environments.
