About The Team & Role

Are you an experienced and forward‑thinking PMO Lead looking for your next challenge? We are seeking an enthusiastic and highly motivated individual to take on a key role within our PMO Planning & Coordination team, with responsibility for overseeing the planning, delivery and governance of our organisational portfolio.

Although not immune to the financial pressures faced by other councils, as a financially stable council we can take a proactive and positive approach to tackling them. Central to this approach is our continued commitment to improving how we deliver services, identifying efficiencies, and ensuring that investment supports a better future for Gloucestershire.

As a council, we have a renewed focus on transformation and change across the organisation, with ambitious programmes in place to support this. The PMO Lead will play a critical role in enabling this success by ensuring that strong governance, robust processes and effective portfolio oversight are embedded, allowing benefits to be realised across our priority programmes and projects.

In this role, you will work closely with programme managers, project leads, and senior stakeholders across the council and partner organisations. You will also be part of a supportive and collaborative team, working closely with a matrix of colleagues including a programme, project and change community as well as data and performance colleagues, all committed to delivering meaningful organisational change.

About You

To be successful, you will bring significant experience in leading and managing portfolio management offices (PMOs) within complex organisational environments, including large‑scale transformation programmes. You will have a strong track record of implementing programme and project management standards, and of ensuring effective governance, reporting, and benefits realisation across a corporate portfolio.

Your excellent organisational and analytical skills will enable you to manage competing priorities, monitor performance, and provide value‑added insight, challenge and assurance to senior leaders. You will be confident in identifying risks and issues early and ensuring prompt resolution to keep programmes on track.

You will be an effective communicator, able to engage, influence and build strong relationships with stakeholders at all levels, including senior leadership. Your ability to present clear, concise reports and robust business cases will support effective decision‑making.

We are also looking for someone with strong leadership capability – able to motivate teams, drive high standards, and embed a culture of continuous improvement within the PMO function.
