Location: Central London (4 days on-site, 1 day WFH)

The Leadership Academy for the Metropolitan Police Service is growing and has partnered with Reed Talent Solutions to recruit a Course Programme Manager on a permanent basis.

About the Role

This is a high-impact role where you will lead the end-to-end design, development, and delivery of senior leadership programmes that directly support organisational performance and strategic priorities.

You will operate as a strategic learning partner, translating organisational needs into scalable, innovative leadership solutions that drive measurable behavioural and business outcomes.

Working closely with senior stakeholders, you will bring both deep instructional design expertise and the confidence to influence, challenge, and shape leadership development across a complex and regulated environment.

Key Responsibilities

  • Lead strategic learning design, translating organisational priorities into leadership development programmes that deliver measurable performance outcomes
  • Conduct comprehensive Training Needs Analyses (TNA) to identify capability gaps and define clear performance objectives
  • Design and develop leadership programmes using advanced instructional design methodologies (e.g. ADDIE, SAT/DSAT)
  • Create structured curricula incorporating Terminal Objectives (TOs), Enabling Objectives (EOs), Key Learning Points (KLPs) and Bloom’s Taxonomy
  • Develop blended, scalable learning solutions that move beyond traditional classroom delivery
  • Build strong relationships with senior stakeholders, providing constructive challenge and influence to shape learning strategies
  • Design and implement evaluation frameworks that demonstrate behavioural change and measurable business impact
  • Manage end-to-end programme delivery, including timelines, risks, and external supplier management
  • Ensure all programmes meet quality assurance standards, governance requirements, and regulatory expectations
  • Collaborate with SMEs and internal partners to ensure alignment with organisational and operational priorities

The Ideal Candidate

You will be a highly capable and credible leadership development professional who combines strong technical expertise with the ability to operate at a strategic level.

  • Demonstrable experience designing and delivering leadership development programmes end-to-end, particularly for senior audiences
  • Strong background in instructional design, with expertise in structured methodologies and adult learning principles
  • Proven ability to influence and engage senior stakeholders, building trusted relationships quickly
  • Experience working within complex and/or highly regulated environments (e.g. public sector, policing, defence, emergency services)
  • Track record of innovation in learning design, including blended and scalable solutions
  • Strong focus on impact and evaluation, with experience evidencing behavioural and business outcomes
  • Excellent programme and project management skills, including managing multiple workstreams and external partners
  • Experience working within robust QA and governance frameworks
  • A curious, proactive mindset with a strong commitment to continuous improvement

Preferred Experience & Qualifications

  • Degree or equivalent in Instructional Design, Education, or Learning & Development
  • Professional certifications (e.g. CIPD Level 3–5)
  • Project management training (PRINCE2, Agile or equivalent)
  • Experience within policing, public sector, or emergency services environments (desirable)

The Package

  • Salary: £48,995 – £51,108 (including £3,009 allowances)
  • Pension: Civil Service ALPHA pension (28.97% employer contribution)
  • Annual Leave: 28 days + bank holidays (rising to 33 days after 5 years)
