Overview

Grade D – £45,091 – £53,460. Consultation grade – subject to formal evaluation under the Pay Equity Review. Working 36.5 hours per week.

This role is based at Gravelly Hill, Erdington – the location of the Mobile Library Service and Library Services at Home. It involves both operational and strategic elements, including managing staff and volunteers, resource and budget management for each service (library materials and vehicles), customer service delivery, monitoring, and evaluation.

Responsibilities

  • Manage the Mobile Library Service, Library Services at Home (LSaH) and the Prison Library Service at HMP Birmingham.
  • Lead longer‑term continuous service development and improvement to ensure each service responds to current and future needs.
  • Manage staff and volunteers, resources and budgets for each service.
  • Deliver customer service, monitor performance, evaluate outcomes and report to the council.
  • Participate in promotional activities with groups of children and adults.
  • Manage service level agreements with HM Prison Service.
  • Support the transformation of community library services, providing statutory mitigation for reduced opening hours and closures.
  • Deliver statutory services to some of Birmingham’s most excluded residents.

Qualifications and Experience

  • Proven experience working with a wide range of people and communities.
  • Strong people‑focused and proactive approach to information, books, and learning.
  • Excellent communication skills and confidence using digital and online technologies.
  • Flexibility, ability to cope with change, and manage promotional activities.
  • Management skills with experience of staff and volunteer management.
  • Ability to work as part of a small team.
  • Experience of managing service level agreements with government agencies (e.g., HM Prison Service) is desirable.
