The North Midlands and Black Country Procurement Group (NMBC) is comprised of the University Hospitals of North Midlands NHS Trust, the Royal Wolverhampton NHS Trust, Walsall Healthcare NHS Trust, the Black Country Pathology Services, North Staffordshire Combined Healthcare NHS Trust, Black Country Healthcare Foundation Trust, Midlands Partnership NHS Foundation Trust and the Midlands and Lancashire Commissioning Support Unit. It is responsible for all aspects of procurement, supply chain and wider commercial support to the organisations across the Staffordshire and Stoke-on-Trent, Black Country, Shropshire and South Cheshire Integrated Care System. With almost 200 staff, 55,000 customers and a non‑pay spend portfolio of over £1.2bn per annum, the NMBC is one of the largest and most influential group procurement organisations in the NHS.
This post sits in the Commercial Contract Management team and is based at the Royal Wolverhampton New Cross site, reporting to the Group Deputy Director of Procurement within the NMBC. The role is directly responsible for the Commercial Contract Management team.
Main duties of the job
- Lead the commercial contract management activity for the Black Country ICST Trusts and provide professional support and advice.
- Develop the Trusts’ commercial contract management work programme, formulating plans and priorities that impact all Trusts’ divisions, ensuring it reflects the requirements of relevant clinical settings and aligns to national work programmes/operating frameworks and timescales.
- Develop a detailed commercial contract management work plan that reflects each Trust’s strategic objectives and integrates with local and national quality & efficiency agendas.
- Influence and provide commercial contract management direction and decision making based on evidence‑based practice to the Black Country ICST Trusts of the NMBC, involving senior decision makers across provider Trusts.
- Lead development and delivery of the Commercial Contract Management Team.
- Support the Group Deputy Director of Procurement in developing and implementing effective, efficient commercial contract management performance management infrastructure, policies, and procedures across the Black Country ICST Trusts of the NMBC that promote innovation, patient and staff safety.
- Responsible for supporting key local, national and regional projects.
Person Specification
Experience
- Significant leadership/management experience in an environment where highly developed leadership and influencing skills are essential.
- Proven contribution to the development of organisational business plans.
- Development and implementation of an organisational procurement or service development programme.
Qualifications
- Full member status of the CIPS (Chartered Institute of Purchasing and Supply), Masters degree, Leadership/Management qualification or equivalent experience of managing staff and resources.
- Formal qualification in leadership/programme/project management.
Training
- Evidence of professional updating in Management and Leadership Training, Project Management, Contract Management.
Specialist Knowledge
- Understanding of current developments within the NHS, the complex strategic environment of the NHS, especially acute and community settings, extensive knowledge of EU procurement directives and legislation, and supply chain business models, industry and marketplace. Ability to assess situations, diagnose problems, and determine appropriate course of action to enhance organisational effectiveness and align with core values.
- Proven track record of delivering highly complex projects, savings initiatives that improved patient care as well as reduced costs or drove efficiency savings. Able to undertake complex data collection, analysis, audit and evaluation to formulate policy and drive autonomous decision making.
- Post holder will have considerable experience and an excellent track record as a senior procurement professional.
- Knowledge and understanding of NHS structure and organisation.
