Salary: £61,337.60 and a London Allowance of £4,613.61 per annum.
Contract: Permanent. Location: Force Headquarters, 200 Buckingham Palace Road, London, SW1W 9TJ. Working Arrangement: Blended approach of home and office, at least two days per week in the office. Hours: Full-time, 37 hours per week.

The Opportunity
British Transport Police (BTP) have an exciting opportunity for a Finance Portfolio Manager in the Finance Department.
As a Finance Portfolio Manager, you will sit at the heart of our change and investment portfolio, helping to shape how major projects and programmes are planned, funded, and delivered. Working closely with senior stakeholders across Finance, the PMO, and delivery teams, you will provide trusted financial insight, assurance, and challenge across a diverse portfolio of projects, from technology and estates to innovation and transformation initiatives.
This role is ideal for someone who enjoys operating across both projects and finance environments. Whether your background leans more towards project management or finance, we are keen to hear from professionals who are motivated to develop and broaden their expertise, supported by a collaborative and forward‑thinking team.
What You’ll Be Doing
- Providing financial advice, assurance and challenge across the full lifecycle of projects and programmes
- Supporting portfolio‑level financial planning, forecasting and analysis to inform senior decision‑making
- Acting as a finance subject‑matter expert across BTP’s investment, governance and project delivery mechanisms
- Leading or contributing to finance‑led projects and continuous improvement initiatives
- Building strong relationships with project, programme and senior stakeholders to support effective financial governance and delivery
What You’ll Bring To The Team
We’re looking for someone who can demonstrate strength in either project delivery or finance, with exposure to the other area and a willingness to develop further.
Qualifications
- Either a recognised project, programme or portfolio management qualification (e.g. PRINCE2 Practitioner, MSP, MoP, APM PMQ/PPQ or equivalent)
- Or part‑qualified or fully qualified membership of a recognised accounting body (e.g. ACCA, CIPFA, CIMA, ICAEW or equivalent)
- Plus a degree‑level qualification (or equivalent experience)
Experience
- Experience working within a project, programme or portfolio environment, supporting complex change or investment activity
- Experience of financial management in a change or investment context, such as budgets, forecasting, or financial analysis
- Experience contributing to, reviewing or assuring business cases and other governance submissions
Skills & Knowledge
- Strong analytical and problem‑solving skills, with the ability to interpret and explain financial information clearly
- Confidence engaging with and influencing stakeholders at different levels
- Understanding of project and programme financial management and governance processes
While we prefer candidates who meet all the above, we welcome applicants who have strong experience in either project management or finance, with some practical experience in the other area that can be built on.

Additional Information
Vetting: Successful applicants will be required to pass Management Vetting (5 years minimum UK residency required), including a full background and financial disclosure. Medical: Relevant health and medical history details will be sought. References: Past 5 years references will be required. Notice period: Role is subject to a 3 month notice period.
