Senior Subcontracts Manager – Advanced Manufacturing

As a Senior Subcontracts Manager, you will manage subcontract administration activities on Mega‑Projects (Projects with a Total Installed Cost of $750M+). The role is project‑based at a US site and reports to the Director of Supply Management, Advanced Manufacturing, and indirectly to the Project Procurement Manager or Construction Manager.

Essential Responsibilities

  • Develop upfront procurement planning activities such as the subordinate contracting section of the Supply Management Execution Plan, establish subcontracting strategies, and create project‑specific templates, reports and tools.
  • Manage a small to mid‑sized team of subcontract administrators and other supporting procurement functions, including package assignments, prioritization, obstacle elimination, interface management with Jacobs and client management, on‑the‑job training, and guidance.
  • Use critical thinking and problem‑solving to maximize the efficiency and effectiveness of the project’s subcontracting efforts.
  • Handle subcontracting assignments that include professional or technical services, and major or complex construction services on larger projects, or serve as the Subcontracts Manager for all subcontracting on a medium to large size project.
  • Utilize established policies, procedures, systems, and tools.
  • Procure subcontracted services, administer procurement agreements, and process change orders to accomplish project or group objectives and obligations.
  • Review subcontract‑related invoices and ensure they are approved in accordance with subcontract terms and conditions.
  • Evaluate facts surrounding subcontract‑related problem areas and apply remedies to resolve them.
  • Maintain subcontracting documentation in a repository.
  • Identify and advise on subcontract‑related risks.
  • Manage the procurement process, including planning, developing bidder lists, qualifying bidders, preparing requests for quotation, and conducting bid evaluations.
  • Prepare proposal deliverables such as pricing of subcontracted services, execution‑approach narratives, and labor hour estimates for subcontracting.
  • Recommend source selections, plan, and lead subcontract negotiations.
  • Participate in or lead project supply management strategy development and implementation, and may be assigned as the supply management project lead.
  • Act as a subject‑matter expert in a commodity or specialized subject area.
  • Help stakeholders understand the overall procurement process.
  • May participate in internal and external supply‑management presentations.
  • Work independently with guidance only in the most complex situations; supervise the work of senior subcontract administrators and procurement support personnel who assist with purchasing activities; lead functional teams or projects and serve as a best‑practice or quality resource.
  • Coordinate with project or departmental personnel in performance of purchasing activities.

Required Qualifications

  • Bachelor’s degree in a business, construction, supply chain, or operations management discipline, or equivalent project experience.
  • 13+ years of experience in EPCM construction contracting.
  • 10+ years of experience in specialized manufacturing, data centers, biopharmaceutical/ life science manufacturing projects (preferred).
  • Experience using MS Office tools, including intermediate to advanced MS Excel skills.
  • Demonstrated experience leading and mentoring teams of procurement professionals.
  • Excellent communication and interpersonal skills.
  • Ability to work and thrive in a fast‑paced, team environment.
  • Strong problem‑solving and organizational skills.
  • A drive to solve complex and challenging problems.

The base salary range for this position is $130,900.00 to $171,750.00. Within the range, individual pay is determined by work location and additional factors, including job‑related skills, experience, and relevant education or training.
