The North East and North Cumbria Integrated Care Board (NENC ICB) is looking to appoint an Estates Project Officer to support the delivery of a diverse portfolio of estates and facilities projects across our system.

Provide proactive project management for clinical and nonclinical estate projects across the ICB, ensuring projects are delivered on time, to quality and cost, while managing risks and stakeholder expectations.

Work closely with Directors, senior managers, GP Practices, Primary Care Networks, providers and external estates organisations such as NHS Property Services, Community Health Partnerships and LIFT companies to support both strategic and operational estates priorities.

Balance planned project delivery—such as refurbishments, moves, maintenance and improvements—with responding to evolving estates requests, ensuring the changing project landscape is well managed.

Main duties of the job

  • Provide proactive project management for clinical and nonclinical estate projects across the ICB.
  • Develop and maintain project plans, proposals and business cases for internal approval and external funding opportunities.
  • Support the delivery of Primary Care Improvement Grants and other estates funding programmes, working closely with NHS England colleagues.
  • Act as a specialist estates advisor, providing clear guidance and managing sensitive or challenging discussions with stakeholders.
  • Manage minor capital projects, including budget monitoring and acting as an authorised signatory for lowvalue expenditure.
  • Arrange, coordinate and attend multiagency meetings, producing highquality reports and presentations for senior stakeholders.
  • Identify risks and issues early, proposing practical and proportionate solutions.

Qualifications and Experience

  • Specialist knowledge of Estates, acquired through degree or equivalent experience or training, plus further staff or project management knowledge to post graduate diploma level equivalent.
  • Demonstrated experience of managing projects.
  • Experience of identifying risks and using reporting systems.
  • Experience of drafting briefing papers.
  • Experience of co-ordinating projects in complex and challenging environments.
  • Understand the estates landscape and experience in partner liaison with for example, providers, NHSPS etc.
  • Experience of setting up and implementing internal processes and procedures.
  • Experience in managing and supporting staff on a day to day basis.
  • Experience of planning and supporting office moves.
  • Previous experience in project management and planning.
