Regulatory Lead – Delivery

Circa £75,000 dependent on skills and experience

Permanent, full time (37 hours) with flexibility for part time working

We are looking for a Regulatory Delivery Lead to join our Economic Regulation team! Water and wastewater infrastructure is critical to enabling economic growth, building resilience against the impacts of climate change, protecting our environment and keeping customers’ taps running for years to come. Key responsibilities

  • Analyse and interpret government and regulatory proposals, assessing their impact on infrastructure delivery, business strategy and opportunities to support regional growth
  • Develop robust, evidence‑based policy advocacy, including economic, environmental, and social impact assessments, specifically focused on major infrastructure and growth
  • Contribute to the external communication of the business case for major infrastructure and ensure that our regulatory and government partners hold an effective and favourable understanding of programme maturity, deliverability, forecast cost and schedule
  • Lead on important regulatory submissions in respect of Developer Services and associated charging arrangements
  • Ensure that we achieve our regulatory objectives in respect of the Fens and Lincs Reservoirs programme, desalination projects and other potential SIPR/DPC schemes
  • Work with senior leaders to shape and communicate regulatory and policy reform objectives

  • Significant experience in regulatory policy development
  • Proven track record of engaging with regulators, government, and industry stakeholders at a senior level
  • Strong analytical, strategic, and communication skills
  • Strong written and verbal communication, including ability to distil complex issues into clear, structured, coherent, and persuasive narrative s
  • Excellent relationship building and influencing skills
  • Able to deliver high quality quantitative economic analysis on a range of issues
