Job Description:

Responsibilities

  • Delivery & leadership of the PMO – Lead and manage particular workstreams within the PMO team and assist Project Managers.
  • Business Case – Support the Project Manager in the development of Business Cases with input from specialists as necessary.
  • Finances – Ensure financial control is in place across the portfolio. Engage regularly with corporate finance to ensure accurate financial reporting.
  • Stakeholder Management – Advise the project team on appropriate tools and techniques for managing stakeholder relationships. Provide assurance to project managers on the effectiveness of stakeholder management arrangements.
  • Risks & Issues – Establish the project processes and standards for managing risks and issues. Provide assurance to project managers on their effectiveness and advise on appropriate escalation routes.
  • Governance – Ensure appropriate governance is in place and is being followed by projects. Ensure key governance decisions are planned for at governance forums to minimise risk of delay to progress.
  • Assurance – Provide independent assurance over the portfolio to relevant governance bodies and Senior Responsible Owners/Sponsors. Lead assurance activity including internal reviews and arranging external reviews such as Programme Gateway Reviews where applicable. Monitor the effectiveness of controls and ensure recommendations from external reviews are acted upon.
  • Change Management – Manage the change control process to effectively manage changes in scope of projects and/or programmes and update configuration documents as required.
  • Project Performance & Controls – Establish and operate project controls around Time, Cost and Quality on behalf of the project manager, reporting on project progress and status to appropriate bodies.
  • Guidance & Best Practice – Develop and embed best practice project management processes, tools and templates from the MOJ project delivery function. Provide direction and guidance to the project team. Ensure Microsoft Project is being utilised by project managers to manage projects effectively.
  • Centre of Excellence – Build the PMO into a Centre of Excellence, a centre of expertise for project delivery with high quality processes, tools, standards and documentation to enable the delivery of projects and programmes. Own the delivery and governance frameworks.

Agreed Expectations

  • Work from base location on a weekly basis in line with current Civil Service requirements, outside of any reasonable adjustments.
  • Occasional travel to OPG offices in Birmingham and Nottingham may be required.

Qualifications

Essential Skills

  • Experience of working within a PMO and/or delivering projects or programmes in a complex environment (Lead Criteria).
  • Experience of proactively managing risks and issues to co‑ordinate consistent identification, documentation, monitoring and reporting, including developing regular reporting and undertaking risk analysis to provide effective and efficient advice to senior leaders.
  • Experience of aspects of project planning, which includes the development, updating and monitoring of plans and schedules. Identify tasks, activities, interdependencies and outputs for the project and work with the project team to track and monitor progress against the plan throughout the life of the project.
  • Strong written and oral communication skills.
  • Production of management information related to programme/project performance for senior stakeholders and project teams.
  • Excellent stakeholder relationship skills.
  • Excellent organisational skills.
  • Results focused and able to work under pressure.
  • Relevant Project/ programme/portfolio management qualification.

Desirable Skills

  • Relevant risk management qualification for example MOR (Management of Risk).
  • Experience of working in a transformational or business change environment.
  • Experience of working with programmes.
  • Experience of multiple project methodologies.

Benefits & Salary

  • Salary: National salary range £42,914 – £46,182. London salary range £49,325 – £53,081.
  • Contract Type: Fixed‑term contract – 12 months.
  • Minimum Hours: Part‑time staff must commit at least 28 working hours per week.
  • Annual leave: 25 days on appointment, increasing to 30 days after five years of service. Additional paid time off for public holidays and one privilege day. Leave for part‑time and job‑share posts calculated on a pro‑rata basis.
