Regional HSE Manager

What You’ll Do
- Develop and maintain HS&E performance, ensuring safe work, environmental compliance, incident close‑out and team competence in line with the management system.
- Provide expert guidance on safety legislation, rail standards, and regulatory requirements.
- Develop and support the delivery of route risk across the business unit.
- Develop and manage common safe systems of work (CSSO) and local working instructions.
- Plan and deliver core training activities across operations, engineering and the wider business.
- Champion a proactive safety culture across operations and engineering teams.
- Lead investigations into incidents, near misses, and environmental events.
- Drive targeted improvement programmes based on performance trend analysis.
- Ensure compliance with ROGS, HSWA, CDM and environmental legislation.
- Liaise with ORR, RAIB, HSE and environmental regulators.
- Support HSE competence frameworks and training delivery.
- Lead sustainability and environmental initiatives.
- Engage stakeholders internally and externally.
Qualifications
- Significant HSE management experience within rail freight, operations, engineering, logistics or heavy industry.
- Strong understanding of UK rail safety legislation and environmental compliance.
- NEBOSH Diploma or equivalent vocational experience.
- ISO 45001/14001 auditor qualifications desirable.
- Demonstrated ability to drive cultural change and lead investigations.
- Excellent communication and stakeholder engagement skills.
