Job title: Main Plenum Replacement Programme (MPR) Health and Safety Manager

Location: UKHSA Porton Down, Wiltshire

Contract: Fixed-term until 28/07/2028

This role is being offered as office/lab based at our Scientific Campus in Porton.

Based at our scientific campus, you will be required to have a Counter Terrorism Check security vetting check as a minimum. For meaningful National Security Vetting checks to be carried out individuals need to have lived in the UK for a sufficient period of time. You should normally have been resident in the United Kingdom for the last 3 years as the role requires Counter Terrorism Check (CTC) clearance. In exceptional circumstances UK residency less than the outlined periods may not necessarily bar you from gaining national security vetting and applicants should contact the Vacancy Holder/Recruiting Manager listed in the advert for further advice.

Job summary

Reporting directly to the Head of the Main Plenum Replacement Programme (MPR), the MPR Health and Safety Manager is responsible for enforcing UKHSA policy, processes and procedures relating to health and safety management within the Main Plenum Replacement Programme, and directly interfacing with the wider organisation in relation to health and safety to maintain synergy and consistency in approach throughout the business.

The MPR Health and Safety Manager will ensure that across the Main Plenum Replacement Programme the technical support team and other third parties comply with the Engineering Policy and Engineering Procedures in relation to health and safety.

The key job objectives are:

  • Ensure the Department adheres to Engineering and Corporate Policies and maintains compliance.
  • Contain and control risk by enforcing health and safety procedures, maintaining compliance, and ensuring measures are in place to mitigate residual risk.
  • Synchronise health and safety management within Estates, Engineering and Facilities (EEF) with respective UKHSA management systems, policies, and procedures.
  • Maintain statutory compliance and satisfy health and safety requirements of regulatory bodies.
  • Communicate proactively and professionally with customers and stakeholders at all levels.
  • Ensure the department is audit ready for both internal and external audits.
  • Maintain close liaison with corporate, scientific and technical staff to ensure high standards of health and safety.
  • Manage a health and safety audit programme and oversee rectification of non-conformances and Trackwise actions for the programme.
  • Review, monitor and audit sub-contractors’ health and safety policies, processes and procedures for conformance with UKHSA and Engineering Policy.
  • Audit enforcement of the safe system of work and ensure all staff comply with the system processes and procedures.
  • Ensure all staff have appropriate PPE to carry out their responsibilities safely.
  • Maintain programme risk register and elevate all programme related risks to the Head of the MPR programme.
  • Support training requirements for the Capital Projects Team.
  • Support and advise the Head of the MPR programme and wider EEF team as necessary on health and safety matters relating to the MPR Programme.
  • Review accident and incident statistics, identify trends and recommend preventive and corrective action.
  • Support in the compilation of management reports for the MPR programme and contribute in relation to performance statistics pertaining to health and safety management.

Person specification

  • National Examination Board in Occupational Safety and Health (NEBOSH) Certificate.
  • A relevant degree such as Environmental Health or Occupational Safety and Health or equivalent.
  • Demonstrable experience in similar senior health and safety roles.
  • Understanding of Construction, Design and Management Regulations.
  • Understanding of the Control of Asbestos Regulations.
  • Understanding of risk management approaches, methods and tools.
  • Experience in developing health and safety management plans, processes and procedures.
  • Knowledge of ISO 45001 and legislative requirements.
  • Risk-based prioritisation and ability to multi-task effectively, delegating where appropriate.
  • Auditing and analytical skills.
  • Organisational skills and ability to scan the horizon, anticipating future challenges and mitigating actions.
  • Communication skills with ability to communicate clearly in verbal and written form with direct reports, line manager and other stakeholders at all levels and across organisational boundaries.
  • An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day to day working practices, but also in relation to management systems.
  • Demonstrable experience in the public sector and good understanding of health and safety compliance and regulatory requirements.
  • Understanding of maintenance and engineering installations, their operation and maintenance, and associated health and safety requirements.
  • Meticulous attention to detail.
  • Interpersonal skills and a service provision mind set; comfortable with auditors, third party operators and external verifiers and regulators.
