Licensing Enforcement Officer

About The Role

Join Regulatory Services in West Northamptonshire Council as a Licensing Enforcement Officer.

In this role you will enforce a wide range of licensing legislation, including the Licensing Act 2003, Gambling Act 2005, Local Government (Miscellaneous Provisions) Act 1976 & 1982, Animal Welfare Act 2018, Scrap Metal Dealers Act 2013. You will process applications, arrange hearings, produce legal notices and reports, determine licence applications, advise businesses, investigate complaints, and take enforcement action where appropriate.

Collaborate with external stakeholders such as Northamptonshire Police, regulatory partners; attend committee hearings, assess vehicles, work with vets on animal welfare, and attend court for appeals and prosecutions.

Responsibilities

  • Process licensing applications under relevant legislation.
  • Arrange hearings, produce legal notices and reports.
  • Determine licence applications, advise businesses, and take enforcement action.
  • Investigate complaints and conduct enforcement investigations.
  • Collaborate with external partners and attend committee hearings.
  • Assess vehicles, work with vets on animal welfare and attend court for appeals and prosecutions.

Qualifications and Essential Requirements

  • Awareness, knowledge, and understanding of Local Authority Licensing legislation and processes.
  • Ability to use legislation to support enforcement.
  • Experience dealing with customers in a regulatory environment promoting legal requirements and good practice.
  • Strong planning and workload management skills to meet legislative and corporate deadlines.
  • Proficiency in information technology as applied in the workplace.
  • Effective communication skills with the public, applicants, partnership agencies, and Council members.
  • Willingness to work outside normal hours for hearings, inspections, joint operations and follow‑up investigations.

Job Details

  • Salary: £39,190 – £41,797 per annum.
  • Working Hours: 37 per week.
  • Contract: Full Time, Permanent.
