Role: Programme Benefit Lead

Contract Length: 12 months

Location: Hybrid/London – 2 days onsite (However may be required to do more)

IR35: Inside

Pay Rate to Intermediary: £600 per day

Security Clearance: SC requested

Responsibilities of the Programme Benefit Lead

The role provides strategic leadership and oversight of benefits realisation within the programme. It ensures a consistent, robust, and best practice approach to benefits management that enables the identification, tracking, reporting, and realisation of the programme benefits. Working closely with the programme leadership, project managers and business change, the role ensures that benefits are clearly defined, owned, and aligned to the programme business case and organisational priorities.

Sitting under the team structure of the programme, the role holder acts as the lead for Benefits Management and will:

  • Lead in developing and managing the programme benefits realisation plan, including benefits map and profiles, undertaking post-implementation reviews after each tranche, implementing benefits tracking and reporting, and facilitating workshops where necessary.
  • Own programme-level benefits management controls.
  • Champion best‑practice standards in benefits management within the programme.

Skills / Experience of the Programme Benefit Lead

Experience & Background

  • Significant benefits management experience (typically 5+ years), acting as a subject matter expert rather than a general programme PMO role
  • Proven experience working across large, complex programmes, ideally national‑scale initiatives
  • Experience delivering benefits from early lifecycle stages
  • Benefits identification
  • Baselining and quantification
  • Tracking, reporting, and benefits realisation
  • Experience within central government, large public‑sector organisations, or equivalent (e.g. Home Office, Cabinet Office, NHS England, TfL); policing experience is desirable but not essential

Qualifications & Technical Knowledge

  • Relevant benefits management qualification, e.g. APMG Managing Benefits (strongly preferred)
  • Strong understanding of benefits frameworks and governance
  • Economics or analytical background desirable, particularly familiarity with the Green Book and benefit valuation methodologies

Stakeholder & Communication Skills

  • Exceptional stakeholder engagement skills, able to work across:
  • Technical teams (developers, delivery teams)
  • Programme and PMO colleagues
  • Senior business and benefits owners (including senior police officers – Chief Superintendents / Commanders)
  • Confident communicator at all organisational levels
  • Strong relationship building capability across multiple organisations and regions
