Overview

We are seeking an experienced Program Manager to lead complex, cross-functional initiatives focused on operational excellence, service quality, and customer experience within a highly regulated urban environment.

This role requires a strategic thinker with strong operational, analytical, and stakeholder management skills who can drive large-scale programs from planning through execution. Working across business, product, public affairs, operations, and technical teams, you will translate business challenges into scalable solutions while ensuring alignment with key stakeholders and partners.

Key Responsibilities

Program Management & Execution

  • Define and lead multiple cross-functional programs, establishing clear objectives, milestones, timelines, risks, and success metrics.
  • Translate ambiguous business challenges into structured project plans and actionable workstreams.
  • Develop governance frameworks, reporting mechanisms, and executive communications to ensure successful program delivery.
  • Manage dependencies, escalations, resource planning, and stakeholder alignment throughout the program lifecycle.
  • Drive continuous improvement initiatives through data-driven insights and performance monitoring.

Operational Excellence

  • Monitor and improve service quality, customer experience, and operational efficiency.
  • Utilise forecasting and operational tools to optimise resource allocation and demand management.
  • Analyse performance trends and implement solutions to reduce friction points and improve service delivery.
  • Lead operational planning for large-scale, high-demand events and peak service periods.

Stakeholder & Community Engagement

  • Build strong relationships with internal stakeholders across Product, Operations, Public Affairs, Marketing, Engineering, and Leadership teams.
  • Collaborate with external partners, regulatory bodies, local authorities, and community stakeholders.
  • Support change management initiatives, ensuring smooth adoption of new processes and operational improvements.
  • Communicate complex operational and technical concepts clearly to both technical and non-technical audiences.

Data & Performance Management

  • Leverage data visualisation and reporting tools to drive operational decision-making.
  • Develop dashboards, KPIs, and metrics to monitor program health and identify optimisation opportunities.
  • Create automated reporting processes to improve efficiency and visibility.
  • Utilise data insights to support strategic planning and operational improvements.

Required Skills & Experience

  • Bachelor’s degree or equivalent experience.

  • Experience working with regulatory bodies, local authorities, or public‑sector organisations.
  • Advanced analytical skills with the ability to translate data into actionable operational strategies.
  • Experience using data visualisation and reporting tools such as Tableau or Looker.
  • Excellent written and verbal communication skills.
  • Strong project planning, governance, and change management experience.

Preferred Experience

  • Strong understanding of London’s transport, mobility, and urban infrastructure landscape.
  • Experience within ride‑sharing, mobility, transportation, logistics, or autonomous vehicle environments.
  • Background in urban planning, public policy, public affairs, or transit operations.
  • Experience managing transport or logistics operations during major city events.
  • Proficiency in SQL and spatial data analysis.
  • Experience working within high‑growth, fast‑paced technology organisations.
