Contracts Finance Manager – Estates and Facilities

The Business and Commercial Team within the Estates & Facilities Directorate at Chelsea and Westminster Hospital NHS Foundation Trust are seeking an enthusiastic, motivated and experienced Finance Manager to join the team. This is a key role providing strategic financial leadership and business partnering across the Estates & Facilities portfolio. The post holder will support financial planning, reporting, capital programmes and cost improvement delivery, ensuring robust financial governance and value for money across multiple Trust sites. The role is based at Chelsea and Westminster NHS Foundation Trust, covering all sites including West Middlesex and The Hillingdon Trust sites, and will lead and manage the finance and analytics team within the remit of the role. Main duties of the job

The post holder will:

  • Provide strategic financial leadership and business partnering to the E&F division, supporting delivery of revenue budgets, capital programmes and Cost Improvement Plans (CIPs)
  • Ensure the finance and analytics team delivers all financial reporting, statutory returns and governance requirements to a high standard, including oversight, quality assurance and sign-off of outputs
  • Lead financial planning, budgeting, forecasting and governance processes, ensuring financial targets are robust, achievable and aligned to Trust priorities
  • Oversee financial reporting, performance analysis and benchmarking, ensuring clear, accurate and insightful information supports decision-making at all levels
  • Lead financial appraisal of investment decisions, including business cases, financial modelling and capital programme oversight
  • Ensure strong financial control, compliance with NHS financial frameworks, and effective risk management across the division
  • Drive productivity, efficiency and value for money through analysis of financial performance, costing and service line data
  • Provide expert financial advice and challenge to stakeholders, supporting strategic projects and transformation programmes
  • Lead and develop the finance and analytical team, ensuring delivery of high-quality financial services and continuous improvement

Job responsibilities

Lead financial planning, reporting and governance for Estates & Facilities, including statutory returns, capital and contract oversight, expert financial analysis, and management of the finance and analytics team across multiple Trust sites.

Person Specification

Education & Qualifications

  • CCAB qualified accountant (ACCA, CIMA, ACA) or equivalent experience
  • Degree level qualification or equivalent professional experience
  • Knowledge of NHS financial framework and accounting standards

Experience

  • Significant experience in financial management, reporting and business partnering within a complex organisation
  • Proven experience of delivering Cost Improvement Plans (CIPs) and efficiency programmes
  • Experience supporting or leading capital programmes, including business cases and financial modelling

Skills & Knowledge

  • Advanced analytical skills with the ability to interpret highly complex financial and performance data
  • Strong financial modelling, forecasting and business case development skills
  • Excellent communication skills, with the ability to present complex financial information clearly to non-financial stakeholders
  • Knowledge of NHS policy, Standing Financial Instructions (SFIs) and statutory reporting requirements
