Plymouth City Council’s Community Connections service is seeking a dynamic Accommodation and Resettlement Service Manager to lead our operational housing delivery functions. This is a pivotal role responsible for ensuring the effective provision of temporary accommodation, overseeing Plymouth’s contribution to Devon Home Choice, and driving high‑quality service delivery across multiple teams.

This is an exciting and high‑pressure area of work, where strong leadership, sound judgement and deep understanding of housing legislation make a real difference to people’s lives.

What You’ll Be Responsible For

  • Leading and managing the Accommodation & Resettlement service, ensuring excellent day‑to‑day operational delivery.
  • Applying specialist housing knowledge to ensure statutory duties relating to temporary accommodation and homelessness prevention are met.
  • Making robust, legally compliant decisions in complex and fast‑moving situations.
  • Overseeing Plymouth City Council’s responsibilities within Devon Home Choice, ensuring fair and effective allocations practice.
  • Working closely with colleagues across Community Connections to deliver against the service plan and support continuous improvement.
  • Leading, supporting and developing teams, ensuring high performance, resilience and strong staff engagement.
  • Managing significant budgets and contributing to financial planning and commercial awareness within the service.
  • Maintaining strong partnerships with internal and external stakeholders to improve services for residents.
  • Providing briefings and updates to senior officers and elected members, demonstrating sound political understanding and awareness.
  • Deputising for the Head of Housing Solutions when required.

Essential Qualifications / Knowledge

  • Degree-level education or equivalent experience in a relevant field such as Housing or Homelessness.
  • Extensive and specialist knowledge of housing legislation, particularly in relation to temporary accommodation, homelessness duties, and allocations.
  • Strong understanding of Housing Benefit and how it underpins temporary accommodation and wider housing functions.
  • Experience working in a housing delivery management role, preferably, but not essentially in a public service environment.
