About the Job

We are looking for a Senior Business Analyst with experience to understand and analyse user and business needs in relation to surge response. The Chief Data Officer (CDO) Group Mission is to enable UKHSA to make the nation’s health secure through safe and innovative digital capabilities and by the transformation of public health data, analysis, insight and surveillance.

This role sits within the Surge Response Service Programme, an Emergency Preparedness, Resilience and Response capability that enables UKHSA to detect, contain and treat novel infectious diseases.

Responsibilities

  • Understand and analyse user and business needs for initiatives typically large or complex.
  • Ensure outcomes are aligned with the service vision and business strategy.
  • Contribute proactively to SRS strategy by linking current and future business models and delivering business architecture.
  • Act as a critical friend, challenge constructively, facilitate collaboration, and communicate with stakeholders to support design, build, and delivery.
  • Analyse and understand business problems and opportunities.
  • Identify areas for improvement, explore feasible options, analyse the effects of change and define success measures.
  • Lead research and analysis to understand how a business area works, considering people, organisation, processes, information, data and technology, to identify problems, assess impacts and shape effective value‑driven solutions.
  • Identify and elaborate business needs to enable effective design, development and testing of services and business change.
  • Collaborate with delivery squads to decide on prioritisation and minimum viable product using analysis‑led insights.
  • Ensure new products and services meet business and user needs, align with organisational goals, and consider business and policy constraints; resolve conflicting needs with stakeholders.
  • Develop, coordinate and sign off As‑Is and To‑Be business processes and requirements.
  • Coordinate stakeholder analysis and communication; manage stakeholder engagement continuously.
  • Manage and coordinate business analysis activity across the squad.
  • Line manage 1x SEO Business Analyst.
  • Be an active member of the UKHSA Business Analysis Community of Practice, developing the methodologies and approaches used across the agency.

Person Specification – Essential Criteria

  • Practitioner level knowledge and experience in requirements management using a broad range of analysis techniques, including a business analysis related qualification or equivalent experience.
  • Extensive experience defining and managing business and user needs, including problem statements, epics, features, user stories, acceptance criteria and non‑functional requirements; able to negotiate and address conflicts, ensure traceability of requirements and facilitate prioritisation.
  • Strong influencing capabilities with experience communicating, influencing and managing stakeholders at all levels, resolving issues.
  • Experience working in Agile and multi‑disciplinary teams; ability to define scope within the squad and negotiate delivery priorities.
  • Experience in context, problem and option analysis; lead work to understand context, problems, root causes, and develop options aligned with agency goals and strategy.
  • Experience leading process analysis and evaluation to identify business problems and support design, testing, build, implementation and assessment of business process improvement.
  • Experience using business modelling techniques and defining good practice for eliciting information to create effective models; demonstrate use of modelling outcomes to support decision making.
  • Experience developing business scenarios and acceptance criteria to support testing.
  • Excellent people management skills, able to engage and lead, with a passion for improving teams and processes.
