Job Description:

Principal Cost Manager – Responsible for driving cost management excellence across complex infrastructure projects within the Wales & West Region.

Responsibilities

  • Lead the Cost Management team in delivering technical solutions to existing and new clients.
  • Build and maintain long‑term relationships with internal stakeholders and clients.
  • Develop, implement and monitor cost performance using tools such as Power‑BI, PRISM, Oracle, Deltek and Ecosys.
  • Provide expert advice on cost strategies, budgets and value engineering to engineering teams.
  • Ensure high‑quality client service through regular client care, quality assurance and communication.
  • Support business development activities, identify partnership opportunities and contribute to key account management.
  • Lead on portfolio and project delivery, chairing meetings and ensuring commercial accountability.
  • Mentor and develop Assistant Cost Managers and Cost Managers.

Business Development

  • Identify and pursue growth opportunities for the Cost Management Service.
  • Generate leadership material and support strategic recruitment initiatives.
  • Monitor and manage cost management budgets and expenditure within the remit.

Qualifications

  • Proven experience in cost management, preferably within Energy or Infrastructure sectors.
  • Strong network and knowledge of industry benchmarks, cost structures and measurement methods (e.g., RMM, NRM).
  • Experience with NEC, FIDIC, IChemE and other standard contracts.
  • Solid understanding of Earned Value Management (EVM) and other performance measurement techniques.
  • Leadership ability to direct and manage project teams.
  • Degree in construction, finance or related discipline; professional registration (RICS, ICE, AACE, CaSA) a plus.
