About the Role
The Bid Manager is responsible for leading and coordinating the end-to-end bid process for tender opportunities from bid development through to submission, negotiation, and contract award.
The role provides a central point of control and oversight of the bid process, ensuring all technical, commercial, and quality elements are aligned and delivered in line with client requirements, submission deadlines, and Company bid strategy.
The Bid Manager leads and coordinates input from estimating, pre‑construction, design, commercial, and leadership teams to deliver high quality, compliant, and competitive bids.
The Bid Manager will lead and develop Estimating Managers and their teams, ensuring a structured, consistent and high‑quality approach across all bids.

Key Responsibilities
Bid Pipeline & Performance Analysis
- Develop and maintain relationships with key clients, consultants and main contractor contacts to support the identification, qualification and progression of future tender opportunities.
- Assess tender opportunities in collaboration with Business Development Managers, evaluating against bid criteria and present recommendations to the Bid Director.
- Monitor and analyse bid and sales performance, including strike rates across sectors, regions and clients, using available data and reporting (e.g. KPI dashboards / Power BI), to identify trends, risks and opportunities and provide insights and recommendations to the Bid Director.
- Own and manage the bid process setting clear milestones and submission timelines and ensuring effective planning, resource allocation and task delegation through Estimating Managers to deliver high‑quality submissions on time.
- Coordinate inputs from pre‑construction, design, commercial, and other stakeholders to ensure bids are aligned and meet client and company requirements.
- Contribute directly to the development of complex or high‑value bids where hands‑on input is required.
- Oversee the review and interpretation of tender documentation undertaken by the Estimating Managers, providing challenge and direction to ensure key risks, opportunities, assumptions, and exclusions are identified and clearly communicated across the bid team.
- Coordinate early involvement of the Head of Contracts and Compliance to ensure contractual risks and requirements are understood and inform the bid approach.
- Interpret client requirements and Invitations to Tender (ITT), contributing to bid strategy development and clearly defining deliverables aligned to company objectives and client expectations.
- Lead risk workshops and contribute to risk registers and mitigation strategies.
Bid Oversight & Governance
- Ensure bids align with company commercial objectives, applying review and challenge at key stages to ensure commercial benchmarks (KPIs) are considered and inform decision‑making.
- Lead internal pre‑tender reviews, mid‑tender progress reviews and bid adjudications, ensuring stakeholder alignment at each stage.
- Oversee and provide final review of estimates produced by the estimating team, challenging outputs to ensure pricing, technical solutions, methodologies, and clarifications are aligned, robust, and internally consistent
- Conduct final internal compliance review of tender submissions, ensuring alignment with ITT, contractual, technical, and quality requirements prior to submission and Bid Director approval.
- Prepare and present finalisation reports, documenting the agreed commercial position key assumptions, exclusion, risks and recommendations arising from the bid adjudication.
Bid Presentation & Stakeholder Engagement
- Ensure bid submissions are clearly structured, consistent, and professionally presented, with all responses aligned to client requirements.
- Act as the senior interface with client and main contractor counterparts throughout the tender and post‑tender stages, engaging on engaging on commercial, technical and bid‑related matters to support alignment and bid progression.
- Lead, where appropriate, post‑tender meetings, presentations, and negotiations.
- Oversee and coordinate post‑tender responses and value engineering activities, ensuring outputs are aligned, commercially robust, and support bid progression and negotiation.
- Lead and coordinate the structured handover of secured bids to the Pre‑Construction team, ensuring bid intent, assumptions, risks and key commitments are clearly captured and communicated.
- Conduct post‑bid analysis and feedback sessions to continuously improve the bid process.
Leadership & Development
- Lead, manage and develop Estimating Managers driving high standards of performance and actively building capability through coaching, mentoring and structure learning and development.
- Continue to develop own capability and leadership style, using feedback, experience, industry insight, and learning opportunities.
Person Specification
- A minimum of 5 years’ experience operating at a senior level in estimating, bid management or preconstruction within building services /construction environment.
- Proven working knowledge of tendering procedures and bid governance, with the ability to apply them effectively across multiple bids.
- Demonstrable capability to take ownership of bids end‑to‑end.
- Strong leadership and people management capability.
- Excellent communication skills with the ability to influence and coordinate multi‑disciplinary teams.
- Strong organisational skills with the ability to manage multiple concurrent bids to tight deadlines.
- Ability to interpret drawings, specifications, and contract documentation.
- Strong commercial awareness including pricing, risk, and value engineering.
- Strong IT skills with working knowledge of estimating/bid software.
- Full UK Driving License, with ability to travel throughout the UK and Ireland for client meetings.
- Relevant qualification in building services, construction, engineering or a related discipline — whether through degree, HNC/HND, apprenticeship, trade background (e.g. electrical or plumbing), or equivalent vocational route.
- Proven experience in bid management within an M&E environment.
- Experience working with estimating, commercial, and technical teams at tender stage.
- Proven track record leading and delivering tenders submissions through to award.
- Strong understanding of Mechanical and Electrical contracting and the end‑to‑end tender process.
- Ability to use company software packages, such as 4Projects and Amtech.
