We are now looking for an Oracle Programme Manager / Director to lead the mobilisation and delivery of large, complex Oracle transformation programmes across the UK public sector. This is a high-impact, client-facing leadership role where you will shape programme strategy and delivery, engage senior stakeholders, and lead multidisciplinary teams to deliver outcomes at scale. Experience within highly regulated environments such as defence, blue‑light, policing or healthcare will be particularly valuable. This role is hybrid variable, with a base location of London and some travel anticipated.

What you’ll be doing

  • Lead end‑to‑end delivery of large‑scale Oracle transformation programmes across ERP, HCM, Payroll, Procurement, EPM and associated data, integration and business change workstreams.
  • Own programme mobilisation, roadmap, governance, delivery planning and transition into service, ensuring a smooth path to hypercare.
  • Drive an outcomes‑focused approach with emphasis on business readiness, user adoption, service stability and benefits realisation.
  • Build and maintain trusted relationships with senior stakeholders, while leading governance forums and overseeing system integrators, partners and suppliers.
  • Manage programme financials, including budget, forecasting, commercial controls and change, alongside robust oversight of risk, dependencies, scope and quality.
  • Contribute to wider business growth by supporting bids, shaping Oracle opportunities and developing delivery capability through coaching and leadership.

What you’ll bring

  • Proven track record leading large, complex Oracle transformation programmes in public sector, defence, policing/blue‑light, healthcare or similarly regulated sectors.
  • Strong experience delivering Oracle‑based transformation across ERP, HCM, Payroll, Procurement, EPM, integration, data migration and business change.
  • Exceptional stakeholder management and executive communication skills with evidence of influencing at board and steering committee level.
  • Strong supplier and partner management capability including SI oversight, contract management and escalation handling.
  • Proven success delivering against time, cost, quality and benefit targets in large‑scale programmes.
  • Strong governance discipline with experience of programme controls, assurance and delivery methodologies such as MSP or PRINCE2.

It would be great if you had

  • Experience working in secure or high‑assurance environments including SC or DV‑cleared programmes.
  • Experience of shared services, multi‑entity transformation and service transition environments.
  • Experience supporting bids, pre‑sales shaping and portfolio growth activities.
  • Previous consulting or system integrator background with strong commercial acumen.
