Role: Assistant Transport Engineer
Location: Trowbridge (hybrid). Duration: 3 months (possibility for extension). Inside IR35: PAYE / Umbrella.
Responsibilities
- Initiate, develop, and plan bus infrastructure projects as outlined in the Wiltshire Bus Service Improvement Plan (BSIP), Enhanced Partnership (EP) Scheme and Plans and other Wiltshire Council development plans.
- Plan, provide advice and make decisions on the development of design solutions for bus infrastructure schemes on the highway, including assessing locations for new bus shelters, stops and bus priority schemes.
- Audit all bus stop infrastructure to ensure compliance with Department for Transport policy guidance.
- Coordinate requests for new bus infrastructure and maintain existing infrastructure.
- Commission data collection, such as traffic surveys, to improve understanding of bus service performance and aid decision‑making on appropriate bus infrastructure projects.
- Undertake the client role for bus infrastructure–related projects and programmes.
- Work with internal teams such as Highways Development Control and Planning to coordinate and plan new bus infrastructure required as part of new development.
- Work with external partners to deliver new bus infrastructure required as part of new development.
- Work with internal Highways and Transport Teams on bus infrastructure–related projects delivered by Wiltshire Council.
- Collaborate with bus operators and other stakeholders to identify and deliver projects that improve bus passenger satisfaction, journey reliability, punctuality, and increase passenger numbers – e.g., via improved bus roadside infrastructure such as shelters and real‑time passenger information.
- Engage with members and other elected representatives on bus infrastructure improvement projects.
- Assist with preparation of bids for funding for bus infrastructure improvements.
- Monitor and assess the effectiveness of BSIP infrastructure schemes.
- Assist with updating the BSIP and EP as and when required.
Person Specification
Essential
- First degree or HNC/HND equivalent in civil engineering or a transport‑related subject.
- Experience working in a passenger transport, transport‑planning or civil‑engineering related position.
- Proven project management skills.
- Experience and ability to analyse and evaluate transport‑related data.
- High level of tact, diplomacy, negotiation and communication skills.
- High level of literacy – report writing; precise verbal and written communication.
- High level of numeracy – data manipulation and statistical analysis skills.
- High level of computer literacy – including spreadsheets, GIS software packages and other applications unique to the profession.
Desirable
- Knowledge of transport policies at a local and national level.
- Familiarity with Highways/Transport Acts and relevant Highways legislation.
- Knowledge of how bus services are operated and planned.
- Knowledge of passenger transport regulations and the associated legislative framework.
