Overview

The WREF EMEA Programme Director is key in supporting WREF’s global strategy in developing the world’s healthiest portfolio. The role works directly with the Head of EMEA, WREF LT and senior stakeholders across GSK, delivering projects across the complex region. It involves leading capital projects and improvements at GSK HQ, sharing lessons learned and cultivating strong relationships with senior stakeholders, including ExCom, to drive change, support operations, and embed innovation in line with GSK’s strategic priorities. The position leads and delivers a multimillion-pound portfolio of capital and facilities-related projects across EMEA with accountability for delivery and risk management for all commercial sites delivered by WREF and some non-WREF managed locations. The role oversees projects from initiation through completion, ensuring delivery on time and within budget while meeting safety, quality, governance and regulatory standards.

Responsibilities

  • Accountable for end-to-end lifecycle delivery of capital projects across the region, including initiation, planning, execution, handover and benefits realization.
  • Own capital planning for the EMEA region, ensuring budgets are prioritised and funds are utilised as committed.
  • Engage stakeholders at all levels, including ExCom, to define a pipeline of capital works aligned to business strategy.
  • Conduct governance, assurance and compliance activities to ensure projects meet GSK quality, safety, governance standards and regulatory requirements; ensure alignment with country regulations, standards and site-specific requirements.
  • Lead incident management and root cause analysis for project delivery, implementing corrective actions in collaboration with WREF Ops, EHS and other stakeholders.
  • Collaborate with project sponsors, cross-functional teams and project managers to define user requirements, scope, deliverables, resources, budgets and timelines.
  • Develop project options and preferred schemes with key partners (RE, Capital Project Director, Occupancy/Space Planning, Engineering/Operations Leads, design consultants).
  • Determine optimal delivery and procurement strategies with WREF Regional Leads, including value engineering aligned with risk and compliance requirements.
  • Oversee third-party oversight and regional consistency to maintain safety, compliance and performance across the region.
  • Support regional audit readiness and drive continuous improvement by capturing lessons learned and sharing best practices through Communities of Practice and benchmarks.
  • Demonstrate ability to manage complex capital projects in a commercial/GCC environment, with knowledge of PMF or equivalent frameworks; build strong relationships with senior stakeholders and external contract partners.
  • Ensure financial literacy to analyse budget performance and project cash flows; manage risk monitoring and financial controls for project delivery.

Qualifications and experience

  • Postgraduate qualification in programme management, real estate or business administration.
  • Experience in workplace optimisation, laboratory masterplanning or mixed-use campus strategy.
  • Proven change leadership in matrix or global environments.
  • Familiarity with workplace utilisation technologies and data platforms.
  • Experience working in regulated or scientific environments.
  • Strong coaching and people development experience.
  • Thorough understanding of statutory legislation responsibilities in a technically complex environment.
  • Financially literate with ability to analyse budget performance and project cash flows.
