Reporting to the Area Highway Manager and acting as their deputy as part of the Maintenance and Operations Management Team, you will provide a commercially focussed operational lead for the delivery of highway maintenance services across the County of Essex. This is an exciting opportunity to utilise your management skills and expertise within a civil engineering discipline delivering a range of highway services on behalf of Essex County Council, ensuring compliance with current legislation and best practice.
The Maintenance and Operations service area provides a successful in-house service delivery with support from approved supply chain partners and involves working closely with a range of stakeholders (i.e. Councillors, civil engineering and associated service providers, employees, HR, public).
The Role
- Ensure a strong focus on delivering a professional and cost-effective service that meets the needs of the highway service and the County Council. The role will involve
- Lead a supervisory team and operational resources to deliver a range of programmes and projects on time (including a 24-hour emergency response service), within budget and to required technical standards.
- Direct complex projects and operations with a strong emphasis on health and safety, and to provide technical support and mentoring of staff.
- Lead and direct the delivery of a range of highway maintenance and improvement works through internal staff and operational resources, supply chain partners and other key stakeholders.
- Promote and ensure compliance with Health and Safety standards with the aim of minimising work related injuries by implementing Essex County Council (ECC), Ringway Jacobs and Essex Highways policies and procedures through Environmental Management Systems, Quality Management Systems and Construction Design Management responsibilities in a positive and constructive manner.
About You
- HNC level or equivalent level qualification in related subject or proven experience.
- Experience and understanding of managing and implementing Health and Safety standards within a civil engineering service discipline.
- Experience of leadership and management within in a relevant discipline.
- Comprehensive understanding of highway maintenance works and knowledge of relevant codes of practice such as Well Managed Highways Infrastructure.
- Able to demonstrate extensive knowledge and experience of managing operational delivery of highway services including statutory processes involved with these activities.
- Demonstrates a high degree of knowledge of Health and Safety legislation and understanding of safety management.
