Title: Procurement Manager
Location: Greater London (Hybrid working)
Salary: £50,000 – £55,000 + benefits
Sea Global are currently working with an award-winning multi-disciplinary practice that has established itself as a market leader within the social housing sector. They provide services to local authority and housing association clients, and our commitment to excellence, innovation, and client satisfaction has positioned us as a trusted partner across the industry.
As a result of growth, they are now seeking an experienced Procurement Manager to join their growing team. Working within a small team across multiple clients, you will support the Senior Management Team in delivering all aspects of procurement strategy and governance. This is a varied and client-facing role offering responsibility, autonomy, and the opportunity to influence procurement best practice within the social housing sector.
Role & Responsibilities:
- Lead and support clients in developing procurement strategies from inception through to completion
- Prepare full procurement documentation suites including contract folders, preliminaries, specifications, KPIs, and pricing frameworks
- Manage project communications at all stages, including clarifications, client liaison, and assessment summaries
- Engage with contractors and service providers regarding tender opportunities, including marking, interviewing, evaluation, and structured feedback
- Manage technical evaluation processes, including panel training, facilitation, moderation sessions, and interviews
- Prepare and lead client meetings, ensuring accurate and timely minutes
- Respond to enquiries from clients and contractors, resolving issues or escalating appropriately
- Prepare and deliver accurate reports within agreed timeframes
- Conduct data and pricing analysis
- Draft and publish Procurement Act notices in accordance with current legislation
- Ensure full compliance with regulatory requirements, governance standards, ethical sourcing practices, and diversity initiatives
Experience & Requirements
- Demonstrable experience in public sector procurement, ideally in social housing or local government
- Strong working knowledge of the Procurement Act 2023 or PCR 2015
- Experience managing high-value contract processes
- CIPS or PRINCE2 qualification would be beneficial but not essential
