About the role

Balfour Beatty is seeking a (Agent) Package Manager to support delivery on the Lower Thames Crossing Project, overseeing structures on the A13 Section of Roads North. This is a key leadership role, responsible for planning, coordinating, and delivering a defined package of works safely, on time, and within budget.

In this role, you will play a central part in driving programme performance, leading multidisciplinary teams, and maintaining high standards across safety, quality, environmental compliance, and stakeholder engagement. You will collaborate closely with engineering, commercial, logistics, and environmental teams to ensure efficient delivery that aligns with project objectives and contractual requirements.

This position offers the opportunity to contribute to one of the UK’s most significant infrastructure projects, while developing high‑performing teams and delivering lasting value to the community.

The ideal candidate will have a strong understanding of construction regulations, industry best practices, and experience with NEC3/NEC4 contracts. You will demonstrate expertise in risk management, programme performance, and consistently maintaining high standards in safety, quality, and delivery.

The role requires confidence under pressure, the ability to meet tight deadlines, and effective collaboration with a wide range of stakeholders. A commitment to continuous improvement, safety, and delivering excellence is critical to success.

What you’ll be doing

Promoting best practice, and Balfour Beatty’s 4 Golden Rules. Champion the Beyond Zero Harm commitment and workforce wellbeing. Conduct weekly safety tours, close out actions, and contribute observations. Ensure team compliance with all safety processes.

Developing and managing fully resourced stage programmes. Coordinate labour, plant, equipment and materials with logistics. Monitor progress weekly, report performance, and identify risks or opportunities. Lead daily short‑interval control meetings and weekly performance reviews.

Building and leading a motivated team. Coordinate site activities for efficient workflow and hold regular meetings with subcontractors, suppliers and stakeholders.

Supporting and mentoring engineers in best practice and lean production. Coordinate training and ensure formal issue of subcontract changes with Document Control and Commercial teams.

Leading quality processes ensuring compliance with specifications and the Quality Management Plan. Conduct audits, manage defects and NCRs, attend inspections, and identify training needs.

Working with communications teams to keep stakeholders informed. Support social value initiatives, respond to community issues, and encourage team participation in engagement activities.

Ensuring compliance with environmental and carbon targets. Integrate sustainability into site activities, coordinate with environmental leads, and manage NCRs and corrective actions.

Managing budgets and track resource usage. Review productivity, minimise waste, and support commercial processes including site instructions, compensation events and early warnings.

Preparing technical scopes, support tendering and ensure engineers follow requisition and logistics procedures.

Ensuring all handover documentation (certificates, as‑builts, O&M manuals, H&S files) is delivered in line with programme requirements.

Managing and mentoring engineers and apprentices. Set objectives, oversee performance, support development and complete PDRs.

Who we’re looking for

  • Engineering or Construction Management qualification
  • Proven experience in a comparable role
  • Strong leadership and team management skills
  • Knowledge of construction regulations and best practice
  • Experience with NEC3/NEC4 contracts
  • Full UK driving licence
  • CSCS card
  • Willingness to complete pre‑start drug & alcohol test
  • Ability to obtain BPSS Security Clearance (including DBS check)
