Procurement Buyer

The Procurement & Supplies Dept. are looking to appoint a Procurement Buyer to join their procurement team based at University Hospitals, Coventry.

The successful applicant will have pervious experience of working in a Procurement team. Ideally applicants will have some knowledge of public sector procurement and experience in administering Public Contract Regulations 2015 / Procurement Act 2023 procedures.

Ideally you will be educated to degree level, qualified or studying towards CIPS level 4 and possess strong communication skills, both verbal and written.

Main duties of the job

To assist in the delivery of the Trust’s Procurement Strategy ensuring the Trust’s contract portfolio is maintained. Provide an effective and professional service for procurement projects, delivering ongoing cost efficiencies & benefits to the Trust. Achieve value for money inall procurement activities, ensuring compliance with all statutory legislation, Trust Standing Orders & Standing Financial Instructions and Departmental policies & procedures.

Job responsibilities

In your role you can be expected to:

  • Obtain quotations for purchases and contracts in line with customers requirements and in accordance with the Trusts Standing Orders and Standing Financial Instructions.
  • Analyse quotations using own initiative to determine the most cost-effective source of supply, maintain accurate records & report all savings achieved to the Head of Procurement.
  • Ensure that all appropriate documentation (e.g. PPQ forms, SFI wavier requests, quotations etc.) are submitted with requisitions.
  • Ensure that requisitions are correctly prepared, authorised, checked and processed within the agreed timescales.
  • Ensure Value for Money is achieved throughout the procurement process through negotiation with suppliers and ensuring all existing National and Local Government contracts are utilised.
  • Validate, evaluate and approve new supplier requests submitted by Trust users.
  • Investigate and certify invoice price queries for catalogued and non- catalogued purchases.
  • Support by working alongside the Procurement Managers in maintaining the Trusts local contract renewal programme, ensuring all contract renewals are dealt with efficiently and effectively.
