Main duties of the job:
University Hospital Southampton is seeking a highly organised and proactive EPRR Business Administration Officer to support the Trust’s Emergency Preparedness, Resilience and Response (EPRR) function. This role plays a central part in ensuring the Trust can prepare for, respond to and recover from incidents that may impact patient care, staff safety and service delivery. Working within the EPRR team, the post holder will provide business management and governance support across a wide range of resilience activities, including supporting the Trust’s Business Continuity Management System (BCMS), coordinating training and induction for Trust on‑call commanders, maintaining policies and standard operating procedures, and overseeing performance reporting aligned to NHS England EPRR Core Standards.
The role has a significant impact on organisational preparedness. By supporting governance, assurance reporting, audits, exercises and lessons‑learned programmes, the post holder helps ensure that the Trust maintains robust arrangements for major incident response, business continuity and statutory compliance under the Civil Contingencies Act and NHS EPRR framework. The post holder reports to the Head of EPRR / Associate Director of Operations and works closely with colleagues across clinical divisions, estates, digital services and corporate teams. The role requires strong organisational skills, attention to detail and the ability to coordinate multiple programmes of work within a complex and fast‑moving healthcare environment.

Detailed Job Description And Main Responsibilities
This is a unique opportunity to play a key role in strengthening the resilience of one of the UK’s largest teaching hospitals, helping ensure the Trust can prepare for, respond to and recover safely from incidents that may impact patients, staff and services.
Working within the Emergency Preparedness, Resilience and Response (EPRR) team, the post holder will provide business and governance support across a wide range of resilience activities. This includes supporting the Trust’s Business Continuity Management System (BCMS), coordinating training and exercises, maintaining policies and operational procedures, and overseeing performance reporting aligned to NHS England EPRR Core Standards.
The role contributes directly to the Trust’s ability to respond effectively to major incidents, operational disruption and emerging threats. By supporting governance, assurance processes, incident learning and resilience programmes across the organisation, the post holder will help ensure the Trust maintains safe, coordinated and effective response arrangements.
Responsibilities
- Coordinate governance, reporting and assurance processes across the EPRR portfolio, ensuring policies, business continuity plans and resilience documentation remain accurate, current and compliant.
- Support the delivery of the Trust’s preparedness programme by coordinating training, exercises, debriefs and lessons‑learned activity following incidents and operational disruptions.
- Produce and analyse performance and assurance reports aligned to NHS England EPRR Core Standards, identifying trends, risks and improvement opportunities.
- Work collaboratively with clinical, operational and corporate teams to support resilience initiatives that strengthen the Trust’s ability to prepare for, respond to and recover from incidents.
What Experience/skills Are Needed
- Excellent organisational and analytical skills with the ability to manage complex information, track actions and produce clear governance and performance reports.
- Experience supporting projects, audits or improvement programmes within a complex organisation, ideally within healthcare, governance, resilience or operational services.
- Strong communication and stakeholder engagement skills, with the confidence to work across teams and support senior leaders.
- High levels of personal resilience, adaptability and professional judgement, with the ability to remain calm and effective during periods of operational pressure or incident response.
Additional information
- The role is primarily office-based but requires flexibility to support occasional training events, exercises and resilience activity across the Trust.
- The post holder may be required to support the Trust’s incident response arrangements during major incidents or operational escalations.
- The role requires adherence to NHS information governance standards and may involve handling sensitive operational and resilience information.

Qualifications, Knowledge And Experience
Essential criteria
- Degree or an equivalent level of training and experience
- Supervisory experience
- Experience in communicating with key stakeholders to inform and adapt how services are delivered
- Experience of databases, dashboards and data sets
- Ability to form reports templates based on data, supporting service leads to prepare the reports for formal presentation
- Experience of using data to analyse performance and recommend actions to improve the service
- Experience of leading and delivering small scale projects
- Experience of using analytical tools to track change over time and highlight variation
- Experience in an administrative function
- Experience of using own initiative to assess priorities and resolve complaints
- Knowledge of NHS England reporting requirements
- Understanding of Business Continuity Planning processes
