The Role

Reporting to the Senior Director, Talent & Development, you will define and deliver Arm’s global technical development strategy. You’ll build a modern, scalable, AI‑enabled learning ecosystem that strengthens engineering capability and drives measurable business impact.

This is largely a strategic individual contributor role (with two direct reports), combining enterprise‑wide influence with accountability for execution, governance, budget, and outcomes.

Key Responsibilities

Engineering Capability

  • Define and deliver a multi-year capability strategy aligned to Arm’s technologies.
  • Partner with engineering leaders to identify skill gaps and implement targeted solutions.
  • Run regular capability reviews and prioritise investment based on delivery risk.
  • Link initiatives to measurable outcomes (productivity, quality, time‑to‑market, innovation).

Strategy & Ecosystem

  • Build a global technical development framework.
  • Establish communities of practice, expert networks, and mentorship programmes.
  • Manage external partners (e.g. universities, vendors) to accelerate capability build.

Learning Infrastructure (LMS)

  • Ensure robust tracking of skills, certifications, and capability data.
  • Integrate learning data with broader skills and business insights.
  • Partner with others on the team to maintain LMS governance, standards, and data integrity.

Learning Innovation & Delivery

  • Partner with engineering teams on budget, governance, and delivery standards.
  • Ensure programmes are timely, scalable, and commercially effective.

Candidate Profile

  • Background in Learning Science, Engineering, or related field.
  • Proven experience leading technical enablement or engineering development in a global tech environment.
  • Track record of building and scaling technical academies or capability frameworks.
