Practice Manager – Youth Partnership Service

Location: Luton

Rate: £45.50 per hour (Umbrella)

Hybrid Working | Some Evening/Weekend & On-Call Duties Required

Initial Contract – Agency Role

The Role

As Practice Manager, you will be responsible for the day‑to‑day management of the Youth Partnership Service, ensuring high‑quality service delivery, safeguarding, and risk management across complex cases involving young people and families.

You will provide leadership, supervision, and performance oversight to a multidisciplinary team including Social Workers, Police Officers, Teachers, Nurses, Youth Workers, Probation Officers, and other partner agencies.

The service focuses on reducing child criminal exploitation, first‑time offending, re‑offending, anti‑social behaviour, and protecting children and the public from harm.

Key Responsibilities

  • Managing operational delivery of Youth Partnership Services
  • Oversight of safeguarding, risk management, and high‑risk cases
  • Providing professional supervision and case‑management support to staff
  • Leading on quality assurance, audits, and service improvement
  • Supporting strategic development, policies, and partnership plans
  • Managing staff performance, recruitment, appraisals, and development
  • Working closely with courts, police, education, and safeguarding partners
  • Deputising for the Deputy Head of Service when required
  • Supporting budget management and resource allocation

Essential Requirements

  • 3+ years PQE working within Children's Services / Youth Justice / Social Care in an England Local Authority
  • Strong management experience within safeguarding, youth justice, or statutory children's services
  • Experience managing high‑risk and complex cases
  • Multi‑agency partnership working experience
  • Professional qualification in Social Work, Youth Work, Criminal Justice, Policing, Teaching, or a similar relevant field
  • SWE registration (if Social Work qualified)
  • Full UK Driving Licence
  • Ability to participate in evenings, weekends, and a 7‑day on‑call rota
