The Companies Sponsorship Team is spread across the DHSC London and Leeds offices. This role works autonomously within the team to provide commercial finance leadership for the area for DHSC. There is an opportunity to tailor the exact nature of responsibilities based on the skills, interests and experience of the successful candidate.
This is an exciting opportunity to join the Companies and Commercial Projects Directorate as a Commercial Finance Manager and ProjectManagement Office (PMO), playing a critical role in supporting the department’s oversight of government‑owned companies and transformation programmes.
Job description
The role brings together commercial finance expertise and strong PMO discipline, providing assurance, insight and challenge across a portfolio of high‑profile companies, programmes and financial committees. You will work closely with senior leaders, boards and programme teams, ensuring that robust governance, financial management and delivery controls are in place to support sound decision‑making and value for money.
An important part of the job is to provide outstanding advice within the team and across the Capital and Infrastructure group to build capability and capacity through sharing knowledge and skills.

Key Responsibilities and Tasks
- Lead commercial and financial oversight for DHSC‑owned companies and priority programmes, providing robust analysis, assurance and constructive challenge to support senior decision‑
- Act as a senior finance adviser to boards, programme boards and financial committees, including detailed review of board papers, financial performance reports, investment proposals and business cases.
- Oversee and challenge company and programme budgets, forecasts and financial plans, ensuring affordability, sustainability and value for money.
- Provide assurance on financial controls, governance and compliance with public‑sector finance, accounting and commercial frameworks.
- Lead financial input into spending reviews, estimates, approvals and assurance processes, including engagement with HM Treasury and central finance teams where required.
- Support senior leaders by translating complex financial information into clear, evidence‑based advice for ministers, directors and non‑financial stakeholders.
- Use PMO disciplines to support financial assurance, including tracking delivery against financial milestones, benefits realisation and risk exposure.
Essential
- Significant experience in commercial or public‑sector finance, supporting senior decision‑making in a complex organisational environment
- Proven ability to analyse, interpret and challenge financial information, including budgets, forecasts, key performance indicators and business cases
- Experience advising or supporting senior boards, committees or investment decision forums
- Strong understanding of public‑sector finance, governance and value‑for‑money frameworks, with sound judgement and assurance
- Qualified, or working towards qualification, in a recognised chartered finance or accounting profession (e.g. CIMA, ACCA, ACA or equivalent).
