Job Purpose

This role is responsible for leading a team of Assistant Transport Enforcement and Investigations Managers and Transport Enforcement and Investigations Officers within the Central Investigations Team. You will oversee the delivery of a high‑quality service that supports safe, secure and reliable journeys by proactively tackling and preventing crime and fare evasion through effective investigations, incident support and a strong focus on customer service. You will take full accountability for team performance, ensuring staff are well‑developed, supported and equipped to deliver the highest standards of public safety while addressing non‑compliant behaviours across the network.

In addition, you will act as a Subject Matter Expert, providing specialist investigative advice and guidance within the Central Investigations Team, and contribute to operational improvement and the professionalisation of the function, ensuring all activity aligns with the wider objectives of Security, Policing and Enforcement.

Key Accountabilities

  • Provide effective leadership of individuals and teams, projects and disciplines, by acting as a role model to others, leading and supporting staff through change, and advocating and demonstrating continuous improvement.
  • Instill a strong culture of safety and operational performance, empowering and enabling individuals and teams to develop and perform in a safe environment.
  • Ensure all safety standards are met by establishing and promoting a strong safety culture amongst the team, sharing best practice and addressing issues of non‑compliance.
  • Manage relationships with internal and external stakeholders, including trade union representatives and boroughs, ensuring matters and issues are resolved.
  • Provide specialist knowledge, guidance and advice to team members and stakeholders in matters related to enforcement, fare evasion and investigations.
  • Develop succession planning within the team, working with other managers to enhance versatility and adaptability.
  • Develop operational processes, procedures and work instructions, ensuring accurate documentation and continual improvement of efficiency.
  • Provide cover for other managers as required by the Senior Investigations Manager.
  • Deputise for the Senior Investigations Manager when required and carry out any other reasonable tasks as directed by senior leadership.

Experience

  • Demonstrable experience of working in an enforcement and investigative environment, preferably in field enforcement and compliance roles or similar (essential).
  • Experience of managing large geographically dispersed teams (desirable).
  • Experience of working in a highly political and unionised environment (desirable).
  • Experience of managing staff, including performance and development (essential).

Vetting Process

This position of trust requires obtaining and maintaining Non‑Police Personnel Level 1 vetting with a Counter‑Terrorism Check. A Level 1 non‑police vetting and frequency of renewal is determined by the authorising police force and may be subject to change.
